At the March meeting (second time) on the morning of March 19, the People's Committee of Hai Duong province reviewed the plan to establish planning for rural residential areas, housing areas, and new urban areas in 2025 in the province.

According to the report of the Department of Construction, the implementation of completion and approval of detailed construction plans for new residential areas according to the 2024 plan of localities is still low (about 17%).

Of the total 82 planning projects approved by the Provincial People's Committee and the implementation plans of the localities, to date, the localities have approved 16 detailed planning projects; the total planning area is about 134.23 hectares. Of the total 16 projects mentioned above, there are only a number of new residential areas that are preparing investment proposals and have not yet implemented construction investment according to the approved planning.

In 2025, localities proposed a list of 198 new detailed residential area plans, including 73 projects carried over from 2024 and 125 new proposed projects in 2025..Of which, Hai Duong city proposed the most with 29 detailed planning projects; followed by Thanh Mien district with 26 projects; Cam Giang district with 24 projects; Chi Linh city and Kinh Mon town each proposed 23 projects; Nam Sach district with 19 projects; Gia Loc district with 15 projects; Thanh Ha district with 11 projects; Ninh Giang district with 9 projects; Tu Ky district with 8 projects; Kim Thanh district with 6 projects; Binh Giang with 4 projects.

Concluding this content, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, basically agreed with the report of the Department of Construction. However, he requested to adjust the principles of making a list of projects for detailed planning. Accordingly, only projects serving resettlement; large key projects and works attracting large investors; important, large projects with a widespread impact on the locality; projects serving security - defense and projects serving other necessary and urgent needs will be included in the detailed planning list.

Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Construction to review local proposals, compare the above principles to complete the list; coordinate with the Provincial People's Committee Office to complete the plan to report to the Standing Committee of the Provincial Party Committee, then ask for opinions from the Standing Committee of the Provincial Party Committee.

The meeting of the Hai Duong Provincial People's Committee on March 19 also considered reviewing and suspending the contents of state budget expenditures for construction planning, urban planning, architectural management regulations and the Urban Development Program in districts, cities and towns; Plan for implementing investment in construction of social housing projects in the province in 2025 and the period 2026-2030; Project to adjust the general planning of Chi Linh city to 2040 (2nd adjustment); Project to adjust the general planning of Cam Giang town, Cam Giang district; Project to plan subdivision 1B (Tu Minh ward area), Hai Duong city, scale 1/2000; General planning of the new urban area of ​​Tu Cuong - Cao Thang, Thanh Mien district to 2045; Planning subdivision 5A (Nam Dong ward area), Hai Duong city, scale 1/2000; Zoning plan 5B (Quyet Thang area), Hai Duong city, scale 1/2000; Zoning plan 6B (Ai Quoc subdivision and neighboring areas), Hai Duong city, scale 1/2000.
