Speaking at the 23rd Session of the 17th Hai Duong Provincial People's Council, Secretary of the Provincial Party Committee Tran Duc Thang requested that the Provincial People's Council delegates consider, study and discuss carefully to issue a resolution that is close, correct, highly feasible, and brings practical value for the common interests of the province and the happy life of the people.
Accompanying the Party Committee and government
On the morning of July 11, speaking at the 23rd Session (regular mid-year session) of the 17th Provincial People's Council, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized that the positive and outstanding results that Hai Duong achieved in the first 6 months of 2024 were mainly thanks to the very active participation of the entire provincial political system and the high solidarity and unity of all levels, sectors and localities, including the significant contributions of the Provincial People's Council, the Standing Committee, committees, groups and each delegate of the Provincial People's Council.
In the first 6 months of the year, the Hai Duong Provincial People's Council successfully organized 3 thematic meetings, issued 46 resolutions, clearly demonstrating the companionship, proactiveness, and flexibility with the Party Committee and the government. The Hai Duong Provincial People's Council also decided and supervised important and urgent issues of the locality; improved the quality, effectiveness, and efficiency of operations; recommended many important contents to the Provincial Party Committee, the Provincial People's Committee, departments, branches, and localities.
On behalf of the Provincial Party Committee Standing Committee, the Provincial Party Secretary thanked and highly appreciated the performance of the Provincial People's Council and all delegates of the Provincial People's Council in the past time. At the same time, he emphasized that 2024 is a particularly important year to achieve the highest results in the goals of the Resolution of the 17th Provincial Party Congress; deploy the direction of Party Congresses at all levels towards the 14th National Party Congress and strive to complete the growth target of over 9% and other important targets.
Comrade Tran Duc Thang suggested that the Provincial People's Council delegates pay attention to assessing and pointing out the limitations and bottlenecks; the subjective causes of the limitations to promptly overcome them, focusing on discussing some key contents. Carefully review the reports and submissions of the Provincial People's Committee to issue resolutions that are close, correct, and highly feasible, for the common interests of the province and the happy life of the people.
Delegates also need to focus on discussing and proposing solutions and tasks for socio-economic development in the last 6 months of the year, reviewing disbursement plans, lists of public investment projects and new policies to be considered at the meeting.
No delay in performing official duties
Immediately after the meeting, the Provincial Party Secretary requested the Provincial People's Council to focus on monitoring and urging the Provincial People's Committee to promptly implement the resolution, to prevent cadres and civil servants from being afraid of work, responsibility, avoiding and delaying the performance of their duties. In particular, it is necessary to pay attention to coordinating and directing the completion of the development and implementation of the Provincial Planning Implementation Plan in July; to develop a Project to establish a Specialized Economic Zone and submit it to the Prime Minister for decision; to speed up the implementation of important projects.
Research and propose solutions to create strong changes in the disbursement of public investment capital, by the end of the year, it is necessary to disburse at least 95% of the capital as set out in the target. Focus on discussing solutions to promote investment, support businesses, and promote foreign investment attraction. Urge slow-progressing projects and strictly handle backlogged projects that are unable to continue implementation, focus on developing social housing according to the direction of the Central Government and the plan of the Provincial Party Committee.
Comrade Tran Duc Thang noted that the Provincial People's Council and the Provincial People's Committee should continue to review and detect mechanisms and policies that are no longer suitable for consultation and amendment, especially social security, education, land policies and issues that have been directed through dialogues and work of the Provincial Party Standing Committee with the sectors. After the 7th National Assembly Session, many laws and guiding documents will take effect from August 1, the Provincial People's Council and the Provincial People's Committee need to proactively direct the review and promulgation of provincial regulations...
Provincial Party Secretary Tran Duc Thang noted that Party committees, authorities and functional agencies need to strengthen propaganda and information to voters and people about the resolutions of the Provincial People's Council; effectively carry out the work of receiving citizens, meeting voters, and grasping the aspirations of the people. Along with that, it is necessary to grasp the ideological situation, listen to the reflections of cadres, party members and people on the preparation work for Party Congresses at all levels and the implementation of socio-economic policies and guidelines. Promptly urge the settlement of complaints and denunciations, especially in the preparation stage for organizing Party Congresses at all levels.
