Temporarily suspend 6 projects using provincial capital to reorganize the apparatus

According to the report of the Department of Finance, in the first quarter of 2025, 6 projects using provincial capital were temporarily suspended to implement the plan to innovate and reorganize the political system, with a total investment capital of over 1,678 billion VND.

Including 1 investment project to build the Hai Duong Provincial Concentrated Administrative Area; 2 projects to repair and renovate the headquarters of the Provincial People's Court and the Provincial People's Procuracy. 3 projects on information technology and broadcasting include: Applying information technology to improve the efficiency of grassroots information activities in Hai Duong province in the period of 2024-2025; Building a shared software system, a converged newsroom, developing multimedia journalism, digitizing Hai Duong Newspaper data and purchasing information technology equipment; Upgrading the multi-purpose studio, general control equipment and program production editing system of the Provincial Radio and Television Station.

The reason for the suspension of the above projects is that the agencies and units with the projects are in the process of implementing plans to innovate and reorganize the apparatus of the political system.

According to the public investment disbursement scenario, it is expected that in the first quarter of 2025, the province will approve investment decisions for 19 projects using provincial investment capital. Up to now, 15 projects have not been able to approve investment decisions in the first quarter, including the 6 projects mentioned above.

Earlier in early March, the Department of Finance issued a document requesting the Provincial People's Committee to assign the District People's Committee to direct the temporary suspension of procedures for investment in new construction, repair, renovation, and upgrading of offices, conference halls, central cultural houses, commune-level police headquarters, and agencies, organizations, departments, and units under the management of district-level administrative units.

For projects that have been approved but not yet implemented; are in the process of investment preparation; have had projects approved but not yet implemented; have announced bidding invitations, announced contractor selection results, have signed contracts but have not yet started construction, the District People's Committee directs units to temporarily suspend implementation...
