The Department of Finance of Hai Duong province has just proposed that the Provincial People's Committee consider directing the review and temporary suspension of projects during the process of implementing innovation and restructuring of the organizational apparatus.

The Department of Finance proposed that the Provincial People's Committee assign the District People's Committee to direct the temporary suspension of procedures for investment in new construction, repair, renovation, and upgrading of offices, conference halls, central cultural houses, commune-level police headquarters, and agencies, organizations, departments, and units under the management of district-level administrative units.

For projects that have been approved but not yet implemented; are in the process of investment preparation; have had projects approved but not yet implemented; have announced bidding invitations, announced contractor selection results, have signed contracts but not yet implemented, the District People's Committee shall direct units to temporarily suspend implementation.

For projects where contractors have mobilized personnel, equipment, and spent money to prepare for construction or are in the middle of construction, the People's Committees of the districts direct the temporary suspension of implementation, review, and propose measures to handle each specific case.

The district-level People's Committee directs the commune-level People's Committee and agencies, organizations, departments and units under the management of district-level administrative units to review the allocated budget for purchasing assets and working equipment, and only purchase assets and working equipment when it is absolutely necessary to maintain the normal operation of the agency or unit. The remaining budget shall be prepared by the commune-level People's Committee and agencies, organizations, departments and units under the management of district-level administrative units and reported to competent authorities for consideration in order to adjust the budget and allocate it for other important tasks and projects to ensure the economical and effective use of resources.

District People's Committee synthesizes the results and reports to the Provincial People's Committee (through the Department of Finance before March 15, 2025).

According to the Department of Finance, reviewing and temporarily suspending the implementation of projects and works aims to practice thrift and combat waste in the process of implementing the plan to innovate and reorganize the apparatus.
