Clearly regulate weapons and explosives to avoid distortion

On the afternoon of May 24, National Assembly deputies of Hai Duong province discussed in group 14 with the National Assembly delegations of Dong Thap and Khanh Hoa provinces. The discussion content was the draft Law amending and supplementing a number of articles of the Law on Guards and the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended).

Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province, gave comments on the draft Law on Management and Use of Weapons, Explosives and Supporting Tools (amended).

Emphasizing the need to pay attention to the definition of words and understanding in the draft law, comrade Trieu The Hung was concerned about some regulations related to military, primitive, and homemade weapons.

"In reality, it is very difficult to handle some cases because the perpetrators did not use military weapons but used homemade weapons, but still caused very serious consequences. The regulations on explosives in the draft law need to be defined and explained in clear terms, otherwise they will be distorted, causing difficulties in management in practice," said delegate Trieu The Hung.

Regarding the scope, Comrade Trieu The Hung said that this is a specialized law but the affected subjects are very broad, including all people. Delegate Trieu The Hung suggested paying special attention to the dissemination of legal education. "We build strict and quality laws, but the most important thing is to propagate and disseminate the law to the people. When implementing the law, actively mobilizing people to implement this law is very necessary for the law to be successful as expected," Comrade Trieu The Hung said.

The Chairman of the Hai Duong Provincial People's Committee also emphasized the need to encourage people not to participate in, transport, store, or use weapons, explosives, or supporting tools. At the same time, it is necessary to raise awareness of responsibility in detecting and reporting violations. When implementing this law, the communal police force and the security and order protection force at the grassroots level will play an important role in propagating and disseminating this law at the grassroots level, bringing this law into life.

At the discussion session in groups, National Assembly delegates from Hai Duong province also contributed many notable opinions to the two draft laws.
