Many passionate opinions on the determination to streamline the apparatus and fight waste in Hai Duong

During nearly 1 day of discussion in 4 groups, delegates contributed many enthusiastic and in-depth opinions on important and urgent contents.

Strictly implement the Central's direction

Speaking at the discussion, Comrade Sai Thi Yen, Provincial Party Committee member and Director of the Department of Home Affairs, said that in 2024, Hai Duong province completed the arrangement of commune-level administrative units, being one of the 10 provinces with the largest reduction in commune-level units in the country, and 28 new communes, wards, and towns all met the conditions when put into operation.

In the coming time, the Department of Home Affairs will continue to advise on reviewing, arranging, and merging public service units in the education sector in commune-level administrative units to implement the arrangement for the 2023-2025 period.

"The arrangement and merger will be carried out according to the scale and actual situation of each locality and unit, not mechanically reducing or merging," said comrade Sai Thi Yen.

Regarding the arrangement and organization of the apparatus, the Department of Home Affairs is coordinating with the Provincial Party Committee's Organization Board to review and research to report and advise on the arrangement and organization plan according to the direction of the Central Government.

Discussing the above content, comrade Le Quy Tiep, Provincial Party Committee member, Secretary of Binh Giang District Party Committee, assessed that the recent merger of commune-level administrative units was successful. Cadres, party members and people were very excited.

Regarding the organization of the apparatus in the coming time, the Secretary of Binh Giang District Party Committee proposed that the Provincial Party Committee's Organization Board and the Department of Home Affairs calculate plans to strengthen units that are not subject to merger.

Comrade Bui Quang Binh, member of the Provincial Party Standing Committee and Director of the Provincial Police Department, proposed the need to change the system and select suitable personnel for the job. At the same time, it is necessary to focus on solving the problem of awareness, requiring cadres to be thorough, responsible and dedicated to their work.

Regarding the issue of combating waste, comrade Nguyen Minh Hung, member of the Provincial Party Committee and Vice Chairman of the People's Committee of Hai Duong province, said that the Provincial People's Committee is focusing on reviewing and handling projects that are behind schedule.

"Hai Duong will thoroughly handle the issue of redundant office buildings. At the same time, the Provincial People's Committee is directing a review of all slow-moving projects for serious handling, following the policy of General Secretary To Lam on combating waste," said comrade Nguyen Minh Hung during the discussion.

Appreciate the development results in 2024

Many delegates highly appreciated the comprehensive socio-economic results in 2024 of Hai Duong province in the context of many difficulties due to the domestic and international situation and the impact of storm No. 3 and floods after the storm.

"This result was achieved thanks to the active and drastic participation of provincial leaders and the entire political system with close attention and timely removal of difficulties and obstacles, strengthening investment promotion activities, creating new developments in the socio-economic development of Hai Duong province", affirmed comrade Ngo Quang Giap, member of the Provincial Party Committee, Secretary of Cam Giang District Party Committee.

Discussing in groups, many delegates also expressed their impressions of the province's outstanding results in 2024 in terms of total product value and economic growth rate, both exceeding the set targets in the context of many difficulties.

Regarding total budget revenue, Director of Hai Duong Provincial Tax Department Do Cong Tien said that the budget revenue in 2024 increased dramatically, the highest ever, thanks to the drastic participation of the leaders of the Provincial Party Committee, People's Council, People's Committee and the close coordination of specialized agencies.

"The trial of a number of cases of invoice trading, inspection, supervision and strict management of enterprises have also been strengthened, both to handle and prevent violations and to increase budget revenue for the province," the Director of the Provincial Tax Department added.

Regarding the goals and tasks for the coming time, comrade Pham Van Khanh, member of the Provincial Party Committee, Secretary of the Ninh Giang District Party Committee, proposed to identify key and breakthrough projects for the next term, focusing on investing in intra-provincial traffic projects; roads managed by the province and district.

Many delegates also expressed concerns about the inadequacies and shortages in educational facilities, healthcare, and transport infrastructure in rural areas while outstanding debts in basic construction still exist, requiring support mechanisms.

Clearly define goals for the next term

In the groups, delegates also focused on discussing and giving comments on the draft political report (first time) to be submitted to the 18th Provincial Party Congress, term 2025 - 2030.

Most of the opinions expressed basically agreed on the layout, main content and theme of the congress according to the first draft of the political report.

Many delegates agreed on the theme of the congress: "Be proud and have absolute confidence in the leadership of the Party; strengthen Party building and the political system; promote the cultural traditions of the Eastern region, unite to realize development aspirations, and strive to make Hai Duong a modern industrial province by 2030, achieving a number of basic criteria of a centrally-run city".

Some delegates gave their opinions and clarified the outstanding results of this term and clarified the limitations, causes and proposed solutions to overcome them in the next term. Some comrades suggested adding and clarifying some contents related to the targets of the next term, the breakthrough tasks and key projects of the term.

Some delegates suggested that it is necessary to recalculate the target of recruiting new party members each year in the period of 2025 - 2030 to reach 3 - 4% of the total number of party members because this target is difficult to achieve.

Comrade Nguyen Vy, Secretary of Kinh Mon City Party Committee, suggested that the draft political report should further convey the role of the province's specialized economic zone.

Regarding the breakthrough tasks of the 2025 - 2030 term, Director of the Department of Natural Resources and Environment Duong Van Xuyen proposed to attach the task of restructuring the apparatus and building a team of cadres as a key and breakthrough task.

Many delegates suggested that the political report should be shorter and more general. Some items did not go into depth in the evaluation but only listed a lot of unnecessary data.

Some delegates suggested that the province should have a direction to focus on restoring, embellishing, and supporting the activities of relics, cultural institutions, and rural cultural houses in the next term.
