The 22nd Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, considered many important contents.

Comrades: Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

Focus on completing the draft political report

Speaking at the opening of the conference, Provincial Party Secretary Tran Duc Thang emphasized that the contents discussed and decided at this conference are very important, especially the discussion and comments on the draft (first time) of the political report to be submitted to the 18th Provincial Party Congress, term 2025-2030.

Pursuant to Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on the 14th National Congress of the Party, the Standing Committee of the Provincial Party Committee issued Plan 227-KH/TU, dated June 17, 2024 on organizing grassroots and upper-level Party Congresses towards the 18th Provincial Party Congress for the 2025-2030 term; Plan No. 01-KH/TBVK, dated September 17, 2024 on drafting documents for the 18th Provincial Party Congress.

The Standing Committee of the Provincial Party Committee and the Party Committee of the Provincial People's Committee have directed departments, branches, unions, and agencies to advise on the development and monitoring of summary programs and projects, and the development of thematic reports and draft political reports.

The draft political report was discussed and commented on by the Editorial Team and the Document Subcommittee before being reported to the Provincial Party Standing Committee for consideration and submitted to the Provincial Party Executive Committee for comments (first time) at this conference.

The Provincial Party Secretary suggested that delegates focus on discussing and giving opinions to organize a scientific workshop and continue to complete the draft political report. It is necessary to give opinions on the content that has been done and the existing problems and limitations, clearly state the causes for overcoming and discuss the goals and directions for the next term.

Socio-economic achievements many outstanding results

The Provincial Party Secretary emphasized that in 2024, despite being negatively affected by storm No. 3 (Yagi), with proactive and positive response and timely recovery, Hai Duong has achieved many comprehensive and outstanding results, basically completing the goals and tasks of the 2024 plan.

Hai Duong is expected to exceed and achieve 13/15 key targets set. Notably, economic growth is high, estimated at 10.2% (exceeding the target of over 9%); the total value of products in the province (GRDP) reaches over 211,000 billion VND, 1.13 times higher than in 2023, and the economic structure continues to shift in the right direction.

Budget revenue in 2024 will increase dramatically, the highest ever, estimated at VND 28,813 billion (exceeding 46.7% of the estimate), up 28.5% compared to 2023. Industrial production will increase by 14.6%.

Hai Duong has focused on investing in completing a synchronous infrastructure system, especially key and important inter-regional transport projects. Urban infrastructure continues to be completed, Kinh Mon town has achieved the goal of being recognized as a type III urban area. Hai Duong focuses on implementing solutions to remove obstacles and difficulties, speed up project implementation progress and disburse investment capital. The education sector continues to maintain high achievements, ranking at the top of provinces and cities nationwide. Many policies on social security have been issued and implemented, contributing to improving the material and spiritual life of the people...

The Provincial Party Standing Committee highly appreciated the achieved results; the province's socio-economic situation has many positive changes compared to last year.

Hai Duong has prepared the necessary conditions, creating favorable momentum for development in the following years, while strengthening the firm belief to complete the Resolution of the 17th Provincial Party Congress, affirming the high solidarity and unity of the Provincial Party Executive Committee, all levels, sectors and localities in leading and directing socio-economic development.

The Provincial Party Secretary frankly pointed out the shortcomings and limitations. Besides objective reasons, some departments, branches, sectors and localities have not regularly urged and taken drastic measures to resolve the situation of slow-progressing projects. Some cadres and civil servants have not been resolute, timely, sensitive and thorough in implementation. This issue has been considered and directed by the Provincial Party Standing Committee many times.

The Provincial Party Secretary asked the delegates to continue thinking and discussing carefully to come up with solutions. completely overcome and eradicate the limitations. At the same time, propose that the delegates Work focused, actively contribute opinions to the report content with a spirit of going straight to the point; demonstrating innovation, democracy, responsibility and contribution of each delegate in their working position.

After the opening speech of the Provincial Party Secretary, the conference listened to Comrade Nguyen Hong Son, Standing Committee Member, Head of the Provincial Party Organization Committee, disseminate and implement the election regulations within the Party.

Comrade Vu Tien Phung, Standing Committee Member, Head of the Provincial Party Committee's Internal Affairs Committee, thoroughly grasped and implemented regulations on controlling power, preventing and combating corruption and negativity in the management and use of public finance and assets.

Comrade Vu Hong Hien, Standing Committee member, Chairman of the Provincial Party Committee's Inspection Commission, thoroughly grasped and implemented the Central Inspection Commission's guidance on inspection and supervision work to serve Party Congresses at all levels.

Comrade Nguyen Quang Phuc, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, presented the report of the Provincial Party Committee's Standing Committee on the content of the draft (first time) political report.
