Research on adjusting local military organization when abolishing district level

On March 20, the Ministry of National Defense held a conference to collect opinions on the Project "Continuing to organize local military organizations to be lean, compact, and strong to meet mission requirements in the new situation".

General Phan Van Giang, Minister of National Defense, said that the Politburo and the Secretariat plan to report to the Central Committee for decision on adjusting the organization of the political system and administrative boundaries throughout the country. This is a major and consistent policy of the Party and State to meet the requirements of building, protecting and developing the country in the new era.

"The national defense arrangement and military organization, focusing on local military organizations, need to be studied and adjusted appropriately to meet the task of strengthening national defense, protecting the Fatherland, and integrating with the overall development of the country," said General Phan Van Giang.

Therefore, the Central Military Commission Standing Committee and the Ministry of National Defense have proactively oriented and assigned tasks to agencies and units to research and propose plans for local military organization when reducing provincial and commune-level administrative units and eliminating district levels.

The plan for organizing local military forces must come from the practical task of protecting the Fatherland in the current situation, in accordance with the strategic guidelines of the Party and State on military and national defense. Local military organizations need to be arranged in the direction of inheriting the quintessence of military art, historical traditions of building military forces and practical conflicts in the world, especially the forms and methods of war in recent times.

General Phan Van Giang said that the Central Military Commission and the Ministry of National Defense will continue to study and complete the content of the Project and complete the report to the Government to submit to the Politburo.

According to current regulations, local military agencies include the Command level (Hanoi Capital and Ho Chi Minh City); provincial military command; district military command and commune military command.

The district military command is equivalent to the regimental level, previously abbreviated as district army/district army. The function of the district military command is to advise the Party Committee, People's Council, and People's Committee at the district level to directly lead and direct local defense and military work in the area and directly command and direct local armed forces in all aspects of construction and combat operations.
