Along with expanding space and creating more development momentum, merging localities is a good opportunity and also requires eliminating localism.
When merging localities, with areas, populations, and workloads that are many times larger, it requires the leadership, management, civil servants, and public employees to make great efforts, be determined, and improve their qualifications to be able to meet the requirements. It is very important that each person eliminates local and local thinking to quickly adapt, approach, and do well in the new job.
In fact, in previous stages, when merging commune-level administrative units, there was still a phenomenon of internal disunity that affected the common work of the new locality. Some people could no longer hold the leading position before the merger or did not agree with the new leadership team, so they developed negative thoughts, tried to divide and form factions to cause conflicts and complications.
When the local leadership and cadres are divided and not unified, it will hinder local development; negatively impact, have bad influences, and even cause disunity among party members and local people, who already have differences in terms of village, clan, etc. In some places, superiors have had to transfer cadres who are the seeds of disunity to ensure stability in the locality.
In the coming time, the whole country is expected to reduce from more than 10,500 commune-level administrative units to 2,500 after the merger. Hai Duong will certainly also reduce the number of communes, wards and towns. When merging many localities into one, building solidarity and unity among the leadership, management, civil servants and public employees of the new localities is a prerequisite for the development of the localities. Therefore, localism must be rectified and eliminated from the beginning.
One of the important issues to eliminate localism is personnel work. When localities merge, the arrangement and use of cadres from the old localities is very difficult, requiring impartiality, objectivity and transparency. In particular, along with the correct assessment of qualities, capacities and professional qualifications, there must be specific and clear principles and orientations that will help the arrangement and use of cadres to be truly convincing, meeting the requirements and tasks of the new localities after the merger. The Resolution of the regular Government meeting in February 2025 also required that there should be absolutely no "lobbying", "group interests", taking advantage of the arrangement, streamlining of the apparatus, and streamlining of staff for corruption and negativity. It is necessary to focus on evaluating cadres through specific work products.
Recently, in order to arrange cadres under the management of the Provincial Party Committee Standing Committee for the merged units, the Hai Duong Provincial Party Committee Standing Committee has set out specific principles. In particular, for the head level, in case the cadres ensure the same standards and conditions, priority will be given to the head level who holds a higher position in the provincial Party Committee; if they are both provincial Party Committees, priority will be given to the comrade who has more time participating in the Party Committee...
Since the beginning of the term, Hai Duong has always been steadfast and determined to arouse and realize the desire for development. Implementing the policy of merging administrative units is an opportunity and motivation to continue realizing the above goal.
This is the time when every cadre, party member, especially leaders, managers, civil servants and public employees in the entire political system need to "look far and wide, think deeply, do big things", unite and set an example for the common good.
