This morning, the authorities of Bac Ninh province successfully arrested a knife-wielding man who was holding a 9-year-old girl hostage.
On the morning of March 27, Lieutenant Colonel Pham Van Ngu, Head of the Criminal Police Department (CSHS) of Bac Ninh Provincial Police, said that at around 4:00 a.m. the same day, the CSHS Department received a report from the Phuong Mao Ward Police, Que Vo Town, about a young man riding a motorbike into the house of Tran Thi T. (born in 2016, Phuong Mao Ward). The subject used 2 knives to control T. on the 2nd floor.
"The subject demanded money and a motorbike to escape. The Criminal Police Department of Bac Ninh Province Police reported to the Board of Directors and mobilized all forces, including the Provincial Police Director, to the scene to rescue the child," informed Lieutenant Colonel Pham Van Ngu.
According to Lieutenant Colonel Pham Van Ngu, the subject continuously made demands and threats, holding a knife to the child's neck.
"After more than 4 hours of conversation and negotiation, we used many professional measures by providing a motorbike and money for the subject to move from the 2nd floor down. While going down, the subject always held a knife to the child's neck with the intention of putting him on the motorbike to escape.
The police force talked to distract the subject. When approaching the car, the subject took the knife away from the child's neck. Taking advantage of this gap, we rushed in to arrest and free the victim," said Lieutenant Colonel Pham Van Ngu.
Through initial verification, the subject named Phan Van Tuan (born in 1983, in Hai Phong) has 3 previous convictions.
"We quickly checked and determined that the subject was using drugs," added Lieutenant Colonel Pham Van Ngu.
Through initial verification, at around 11:00 p.m. on March 26, the subject Tuan brought a knife to the Co Thanh Ward Medical Station (Chi Linh City, Hai Duong Province). Then, the subject ran towards Que Vo town, Bac Ninh province.
The subject Tuan continued to run to a restaurant and stole the motorbike of Mr. Nguyen Van Bien (born in 1992, residing in Que Vo town). After that, the subject Tuan drove the motorbike to T.'s house and caused the kidnapping and hostage taking.
The Criminal Police Department, Bac Ninh Provincial Police, determined that this was an extremely serious case. The subject illegally used drugs leading to being high on drugs, illegally detained people, and robbed property. Currently, the police force is continuing to question the subject to clarify the entire content of the case.
