'Secretly' studying abroad before enlistment, young man fined over 62 million VND

On March 31, Mr. Bui Thanh An, Vice Chairman of Nghe An Provincial People's Committee signed a decision to administratively sanction D.HP (born in 2006, residing in Hung Yen Nam commune, Hung Nguyen district, Nghe An) for not complying with the call-up order.

D.HP was fined 62.5 million VND and Nghe An province required this young man to perform military service and obey the call to join the army.

The leader of Hung Yen Nam commune said that in the 2025 call for citizens to join the army, D.HP was selected for military service according to the local call for military service. Young man D.HP happily came to receive military equipment and decided to join the army. However, before the day of military service handover, this young man went abroad to study.

"On the day of military enlistment, D.HP was not present at the military enlistment location as prescribed. After verifying with his family, we learned that this young man had left the country on his own on February 12, two days before the military enlistment ceremony," said a representative of the People's Committee of Hung Yen Nam commune.
