Proposal to arrange public housing for officials and civil servants in the new province after the merger

The Ministry of Home Affairs proposes that local authorities where the new administrative unit is expected to be headquartered arrange public housing for officials, civil servants, and employees of the merged administrative units.

This is one of the notable contents in the draft Resolution of the National Assembly Standing Committee on administrative unit arrangement.

Handling of surplus public assets and headquarters within 5 years

The draft resolution proposes that before organizing operations under the new apparatus model, the Provincial People's Committee (PPC) is responsible for making a list and planning a plan to handle the headquarters and public assets of district and commune-level units under its management.

Before merging, the provincial People's Committee must have a plan for handling the headquarters and public assets of agencies, organizations and units at the provincial level under its management, along with a plan for arranging provincial administrative units.

Meanwhile, ministries and central agencies with affiliated units in the administrative units subject to merger must make a list and plan to handle the headquarters and public assets under their management. In case they are no longer needed, they must be transferred to the provincial People's Committee for arrangement, management and use according to local needs.

The draft resolution sets a deadline of 5 years after the resolution is issued, localities must complete the rearrangement and handling of headquarters and public assets of agencies and units in the administrative unit after the merger.

The local government where the new administrative unit is expected to be located is responsible for proactively investing, repairing, and renovating for continued use. At the same time, the locality must pay attention to arranging public housing for the staff, civil servants, public employees, and workers of the administrative units.

Continue to implement special policies and regimes

According to the draft resolution, people and armed forces will continue to enjoy special regimes and policies in the locality and region as before the merger of the apparatus until there is another decision by the competent authority.

In case administrative units at all levels (province, commune, village, and residential group) change their names after the merger, the new names will be used to continue implementing specific policies and regimes.

Similarly, maintain the policy regime for administrative units that are beneficiaries of policies under one or more national target programs, when merging with administrative units that are not beneficiaries of other regimes.

In case an administrative unit changes its name, use the new name to continue organizing and implementing as before the arrangement.
