The current situation of school mergers when merging communes in the 2019-2021 period has caused many difficulties. Some schools and localities in Hai Duong have proposed not to merge schools when merging communes in the 2023-2025 period.
On the morning of April 5, the Culture and Social Affairs Committee of the Hai Duong Provincial People's Council supervised the construction of national standard schools in Thanh Ha district for the period 2020 - 2024; the implementation of Resolution No. 08/2022/NQ-HDND stipulating the list of collection levels, service fees, and support for educational activities at preschools, general education schools, and public educational and training institutions. On the afternoon of April 4, the Culture and Social Affairs Committee of the Provincial People's Council also implemented this content in Kinh Mon town.
The two schools supervised by the delegation are Quang Thanh Secondary School (Kinh Mon) and Thanh Quang Secondary School (Thanh Ha). These are two schools that were merged from many schools when implementing the arrangement of commune-level administrative units in the 2019-2021 period.
Currently, Quang Thanh Secondary School has 2 campuses, Thanh Quang Secondary School has 3 campuses that are quite far apart. Through direct supervision at the campuses, it can be seen that some campuses have seriously degraded facilities but have not been invested in. Some schools have not met national standards because they exceed the number of campuses by 2, lack classrooms, subject rooms, multi-purpose halls, etc.
In particular, having many schools causes difficulties in teaching and learning activities, and poses many potential traffic safety risks when students and teachers have to travel from schools to the center to participate in common activities.
Faced with many shortcomings and difficulties in post-merger operations, these schools and localities all recommended not to merge schools when merging communes in the 2023-2025 period.
Speaking at the monitoring sessions, the leader of the Culture and Social Affairs Committee of the Hai Duong Provincial People's Council said that the school merger when merging communes has not been implemented synchronously in the province but there are differences between localities. There are situations where there are shortages of classrooms, and places where classrooms are not used. Therefore, it is necessary to have a comprehensive assessment of the school merger when merging communes, not only in terms of staffing but also in terms of scale of operations and facilities. The Culture and Social Affairs Committee of the Hai Duong Provincial People's Council will work with the Department of Education and Training, the Department of Finance, the Department of Construction and related sectors after monitoring this content.
The Culture and Social Committee of the Hai Duong Provincial People's Council will continue to supervise a number of high schools on the construction of standard schools and the implementation of Resolution No. 08.
