Do not merge large-scale schools or inter-level schools.

Some delegates said that currently, not only commune-level officials and civil servants but also cadres and teachers of many schools are worried and pressured about the merger of commune-level administrative units in the 2023-2025 period.

Discussing this issue, Director of the Department of Education and Training Luong Van Viet said: "Regarding the arrangement of commune-level administrative units, the Department of Education and Training's viewpoint is not to merge large-scale schools and not to merge inter-level schools. In the coming time, the Department will also direct educational institutions to closely manage and supervise extra teaching and learning according to regulations."

Reflecting on the shortcomings in merging administrative units from the previous period, comrade Vuong Thi Huyen, Vice Chairwoman of the People's Council of Cam Giang district, said that the construction of cultural institutions at the grassroots level has received attention but is not synchronous and lacks focus and key points.

"The construction of village cultural houses and residential areas has not yet met the requirements. Equipment and institutions in village cultural houses and residential areas after the merger have not been invested in to suit the new model and meet the needs of the people," said Ms. Vuong Thi Huyen, suggesting that the province should pay attention to investment policies for cultural institutions serving the people after the merger of administrative units.

Objective assessment of reasons for not achieving 2 socio-economic targets

The majority of delegates assessed that the implementation of 15 socio-economic development targets achieved many positive and impressive results, despite the general difficult context.

"Dissecting" the reasons for not achieving the two targets of GRDP growth rate and the rate of working-age workers with social insurance, many delegates said that it is necessary to make an objective assessment based on the context of common difficulties in recent times.

Comrade Trinh Thi Thuy, Vice Chairwoman of the Ninh Giang District People's Council, assessed that the province's two unachieved targets in 2023 were not much different from the set targets. "Meanwhile, the province's targets compared to the national average are very high. It is especially difficult in the context of the general difficulties of the domestic and international situation," Comrade Trinh Thi Thuy analyzed.

Sharing the same view, delegate Nguyen Thi Viet Nga, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, deeply analyzed the unachieved target of the rate of working-age workers with social insurance. The delegate was worried that it would be difficult to achieve this target during the entire term because the province's target was set quite high compared to the whole country.

“Increasing the proportion of working-age workers with social insurance is a big challenge. Although Hai Duong did not achieve the target for 2023, the results achieved are quite high compared to the whole country. I suggest that there should be a solution to limit the situation of massive withdrawal of social insurance at one time like in the past when workers were in difficulty. This leads to a shortage in the proportion of working-age workers with social insurance,” delegate Nguyen Thi Viet Nga suggested.

Still stuck in land clearance

Expressing his excitement that this year's budget revenue is less dependent on land use fees, delegate Dong Dung Manh, member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Thanh Mien district, suggested that the province continue to remove bottlenecks for development. The delegate suggested paying attention to investing in upgrading transport infrastructure and resolving problems in site clearance.

"Hai Duong needs to implement synchronous solutions and specific actions. For example, the province needs to pay attention and create favorable conditions in granting land use right certificates to households that donate land to build roads," delegate Dong Dung Manh suggested.

Many delegates said that in the past, there were still many difficulties in implementing key projects at the provincial and district levels. Currently, many places are still facing difficulties due to site clearance and capital sources.

Delegate Nguyen Cong Hai, Chairman of the Hai Duong Province Young Entrepreneurs Association, reflected that businesses in the province still face many obstacles in site clearance, and many people do not agree. Along with that, the price of filling materials in the province is sometimes 30-40% higher than the general level.

Comrade Truong Duc San, Chairman of Kinh Mon Town People's Committee, said that public investment is facing difficulties due to site clearance and many issues, especially the origin of land and unclear and unspecific management, so when pricing is applied, people do not agree. "I propose that the Provincial People's Council resolve the issue for the People's Committee by issuing a resolution to organize implementation," Comrade Truong Duc San suggested.

On the afternoon of December 6, continuing the program of the 19th session of the 17th Provincial People's Council, delegates discussed in 4 groups about the contents presented at the session. During the discussion session in 4 groups, 33 delegates expressed their opinions on many contents.
