After merging commune-level administrative units, voters of Ha Dong communes (Thanh Ha) had many opinions related to the arrangement of regimes and policies for redundant cadres.
On the morning of December 27, the delegation of the Provincial People's Council met with voters in 3 communes of Ha Dong area (Thanh Ha), including Thanh Quang, Thanh Hong, and Vinh Cuong, after the 28th session of the Provincial People's Council, term XVII, 2021-2026.
At the conference, there were 15 opinions from voters related to the fields of agriculture, transportation, environment, culture, internal affairs...
Notably, many voters suggested that the district have appropriate policies for the surplus communal staff after the merger of communal administrative units, especially the heads of associations and organizations. These staff have gone through a process of striving, studying and training, and when they have to transfer to another position or a lower position, they are at a great disadvantage.
Responding to this issue, Comrade Tang Ba Bay, Chairman of Thanh Ha District People's Committee, emphasized that the arrangement of commune-level administrative units is a major policy of the Party and State with the goal of rationally organizing commune-level administrative units in accordance with the reality and development trends of the country.
Recently, Thanh Ha district has implemented the arrangement of 8 commune-level administrative units into 4 commune-level administrative units. The newly established commune-level administrative units have been put into operation since December 1, 2024 when Resolution No. 1250/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee takes effect.
The arrangement of cadres and civil servants is an important content in the process of implementing the arrangement of commune-level administrative units. Based on the instruction No. 10-HD/BTCTU dated January 31, 2024 of the Provincial Party Committee's Organization Board, the District People's Committee has directed relevant professional departments to review the professional qualifications and capacity of cadres and civil servants in communes and towns to carry out the arrangement and coordinate with the District Party Committee's Organization Board to submit to the Standing Committee of the District Party Committee and the Standing Committee of the District Party Committee a plan to arrange cadres and civil servants to take on positions suitable to their capacity and professional qualifications in newly established communes and towns.
Up to now, the work of arranging cadres and civil servants in newly established communes and towns has been arranged by the District Party Committee and District People's Committee in accordance with their capacity and professional training level.
Every year, the District People's Committee will develop a plan, review capacity and professional qualifications and coordinate with the District Party Committee's Organization Board, socio-political organizations to advise the District Party Committee Standing Board and the District Party Committee Standing Board to arrange and reorganize redundant cadres and civil servants in newly established communes and towns according to a gradual reduction roadmap within 5 years as prescribed.
In the coming time, the District People's Committee will continue to coordinate and advise the Standing Committee of the District Party Committee and the Standing Committee of the District Party Committee to arrange and assign redundant cadres and civil servants to positions suitable to their capacity and professional qualifications. Thereby, promoting the capacity and strengths of cadres and civil servants.
At the conference, the delegation of the Provincial People's Council received many opinions from voters under the province's jurisdiction to submit to the Provincial People's Council for consideration and resolution.
