On May 8, the Investigation Police Agency, Son La Provincial Police initiated a case, prosecuted the accused and executed an order to temporarily detain three suspects for the act of "Taking advantage of position and power while performing official duties".

The subjects temporarily detained include: Le Van Ky, Deputy Director of the Department of Agriculture and Rural Development of Son La province (former Chairman of the People's Committee of Bac Yen district); Pham Binh Minh, Director of the Branch of the Land Registration Office of Mai Son district (former Director of the Branch of the Land Office of Bac Yen district); Lo Duy Thanh, former Head of the Department of Natural Resources and Environment of Bac Yen district.
According to the Investigation Police Agency, Son La Provincial Police, since 2017, taking advantage of their positions and powers, the defendants Le Van Ky, Pham Binh Minh and Lo Duy Thanh have directed and implemented the preparation of documents to change the purpose and grant the Certificate of Land Use Rights for the land to build Dong Tam Hotel and the land to build Tuan Trung Gas Station in Sub-area I, Bac Yen Town (Bac Yen District) from the commercial service land that won the auction for a 70-year lease from the State to long-term residential land for relatives and acquaintances in violation of regulations, violating prohibited acts under the 2013 Land Law, causing damage to State property. The actions of Le Van Ky and his two accomplices have sufficient elements to constitute the crime of "Abusing positions and powers while performing official duties", stipulated in Clause 3, Article 356 of the Penal Code.
The above procedural decisions have been approved by the People's Procuracy of Son La province and are enforced in accordance with the provisions of law.
The Investigation Police Agency, Son La Provincial Police are continuing to investigate and expand the case.
