Tong Anh Tuan, 43 years old, was detained to investigate the act of punching and kicking the male shipper in the face and head, causing him to suffer a concussion, with a 3% injury rate.
On February 12, a representative of Tay Ho District Police (Hanoi) said that the investigation agency is actively working with Tong Anh Tuan (born in 1982, residing in Phuong Liet Ward, Thanh Xuan District, Hanoi) to investigate the act of intentionally causing injury.
Previously, on the afternoon of February 11, the Investigation Police Agency of Tay Ho District Police initiated a criminal case and detained Tuan.
Tuan surrendered to Tay Ho District Police at 2:00 p.m. on February 11.
Previously, at around 12:20 p.m. on February 10, Mr. Hung, 31 years old, had just delivered goods from the bakery when he saw a Lexus car driven by Tuan entering in front of house number 41B, alley 50, lane 310, Nghi Tam street, Tay Ho district.
Hung said he was stopping to "dodge" to make room when the car hit him. He also wanted to back up to make more room, but he was carrying heavy goods and was stuck behind him so he couldn't do anything.
At the same time, the people in the Lexus car kept cursing. Then, Tuan got out of the car and punched Hung in the head dozens of times.
According to security camera data, Tuan kicked the male shipper straight in the face, using his helmet to repeatedly hit his head, causing the helmet to shatter. Throughout the incident, Mr. Hung did not resist, just held his head and kept saying sorry.
According to a witness, Mr. Hung had a work accident that caused his hand to be amputated. He moved quite slowly and wanted to back up, but the goods were heavy and got stuck in the wall behind him. The bakery's accountant also apologized at that time, explaining that the delivery man was tired from working since morning.
However, the people in the car continued to curse. When the driver assaulted him, two people in the car got out but did not intervene and continued to curse. One person even took out 500,000 VND and gave it to Mr. Hung to "buy a new helmet" and "give him New Year's gifts", but the male shipper refused to accept it.
After the incident, Mr. Hung suffered from a black eye, nosebleed, and headache. The preliminary conclusion of the Hanoi Forensic Center determined that he suffered a concussion, with a 3% injury rate.
On the same day, February 11, the Hanoi People's Committee issued a document assigning the City Police to preside over and coordinate with relevant units to investigate, clarify and strictly handle, if any, according to regulations.
