On March 28, the Politburo issued Conclusion No. 134-KL/TW on the Project to streamline the inspection agency system to be streamlined, strong, efficient, effective, and efficient.

Accordingly, at the meeting on March 14, 2025, on the basis of Submission No. 05-TTr/DU, dated March 6, 2025 of the Standing Committee of the Government Party Committee on receiving and completing the Project on streamlining the inspection agency system to be streamlined, strong, effective, efficient and effective (hereinafter referred to as the project), the Politburo and the Secretariat agreed to the policy of streamlining the organization of the inspection agency system at 2 levels at the Central and local levels.

At the central level, end the activities of the ministry inspectors to rearrange and reorganize into inspection departments, handle complaints and denunciations, prevent corruption, waste, and negativity according to the fields under the Government Inspectorate. Continue to maintain the organization and activities of: Inspectorate of the Ministry of National Defense, Inspectorate of the Ministry of Public Security, Inspectorate of the State Bank, Inspectorate of Cryptography, Inspectorate of the Radiation and Nuclear Safety Department, Inspectorate of the Vietnam Maritime Administration, Inspectorate of the Civil Aviation Administration of Vietnam, Inspectorate of the State Securities Commission.

End the operation of the inspection agencies: Department of Judicial Support, State Treasury, Department of State Reserves, Department of Statistics; do not establish the inspection agency of the Department of Vocational Education and Continuing Education. The above-mentioned departments perform specialized inspection functions according to the provisions of law.

Vietnam Social Security and agencies assigned to perform specialized inspection functions: Do not organize specialized inspections but perform specialized inspection functions and other functions as prescribed by law.

Merge the School of Inspectorate Cadres and the Institute of Inspection Science Strategy.

At the local level, the activities of district inspectors and department inspectors will be terminated and reorganized into organizations under the provincial Inspectorate.

Regarding the activities of the Party organization, the Provincial Inspectorate Party Committee is a grassroots Party Committee directly under the Provincial and City People's Committee Party Committee.

After the reorganization, agencies that no longer conduct inspections shall perform inspection functions and tasks within the scope of state management. The head shall be responsible for assigning subordinate units to advise on the performance of inspection functions and tasks, receiving citizens, resolving complaints and denunciations, and preventing corruption, waste, and negativity in accordance with the provisions of law.

The Government Party Committee, the Government Inspectorate Party Committee and provincial and municipal Party Committees focus on leading and directing the implementation of the reorganization of the inspection agency system in accordance with the conclusions of the Politburo and the Secretariat. Review and reorganize the organizational structure, arrange forces, facilities, necessary conditions, and implementation roadmap in sync with the implementation of the policy on reorganizing administrative units, ensuring continuity, no interruptions, and no omissions of tasks.

The Government Party Committee, the National Assembly Party Committee, and the Government Inspectorate Party Committee coordinate with relevant agencies to review and perfect relevant laws and regulations to ensure that the function of sanctioning administrative violations is prescribed and implemented effectively and efficiently.
