Chief Inspector of the Ministry of Labor, War Invalids and Social Affairs Nguyen Tien Tung and four other officials submitted applications for early retirement to facilitate the restructuring of the apparatus.
On the evening of February 5, Mr. Tung said that Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung had agreed to his request to retire from March 1.
Mr. Tung is 58 years old, with nearly 5 years left until retirement age. He has held the position of Chief Inspector of the Ministry of Labor, War Invalids and Social Affairs since 2016. In addition to him, 4 other officials in this department have also submitted their resignations.
"I think it is reasonable to resign at this time to respond to the General Secretary's call, creating conditions for the young generation to work," he said, adding that he was "satisfied after 30 years of dedication to the labor industry."
According to the plan, the Ministry of Labor, War Invalids and Social Affairs will merge with the Ministry of Home Affairs, in which 35 focal points will be adjusted. Specifically, 17 state management agencies and units will transfer all areas related to labor, employment and meritorious people to the Ministry of Home Affairs.
The vocational education sector, including the General Department of Vocational Education, 13 colleges and 3 teacher training universities, will be transferred to the Ministry of Education and Training. The functions of poverty reduction and the poverty reduction office will be transferred to the Ethnic Committee. Departments such as Social Protection, Children and Social Evils Prevention along with 7 public service units in the health sector, including 4 hospitals and facilities for the disadvantaged, will belong to the Ministry of Health.
Decree 178, effective from January 1, 2025, stipulates the regimes and policies for cadres, civil servants, public employees, workers and armed forces in the organization of the political system. The early retirement policy applies to those who are up to 10 years from the retirement age under normal working conditions, and up to 5 years in difficult areas, provided that they have paid compulsory social insurance. These people will enjoy support regimes such as one-time pension for early retirement and pension without deduction.
For officials and civil servants who have more than 2 years left until retirement age but are not eligible for early retirement benefits, if they resign, they will receive 4 benefits: severance allowance, 1.5 months of current salary for each year of work with social insurance contributions, retention of social insurance contribution period or one-time social insurance benefits, and 3 months of current salary to find a job.
