"From now on, we must focus on the communes so that they have the resources to carry out their tasks, when the police, inspectors and many other units may no longer exist," Mr. Man said at the National Assembly Standing Committee meeting, giving opinions on the draft revised Law on Organization of Local Government, on February 5.
According to this draft law, urban districts, wards and communes will not organize People's Councils, only People's Committees as local administrative agencies. The amendment of the laws on Government Organization and Local Government Organization aims to decentralize and delegate power more strongly to remove current obstacles.
According to the National Assembly Chairman, the principle of delimitation of authority will clearly define the relationship between the National Assembly, the Government, the National Assembly Standing Committee, the Fatherland Front and socio-political organizations, as well as the authority of legislative, executive and judicial agencies. The management trend should be in the direction of local decision, local action, local responsibility, the Central Government creates, the National Assembly supervises, and the Government operates.
"From now on, the National Assembly will not manage the public investment portfolio, will not manage the money portfolio, but will hand over a block to the Government. The Government will be responsible for allocating to localities, there will be no more request-grant mechanism. The Prime Minister will also hand over power to ministries, branches and localities," said Mr. Man.
The National Assembly Chairman requested the Government to clarify the response capacity of decentralized agencies, organizations and people, ensure feasibility, avoid shirking responsibility, avoid the situation where they all implement the same laws, decrees and circulars, but "some localities act resolutely, do not beg the central government, do not say it is difficult, but some localities complain about the law".
Speaking at the closing ceremony of the 13th Central Committee meeting on January 24, General Secretary To Lam said that the Central Committee requested the rapid implementation of a project to continue to arrange and streamline the organization of the police apparatus according to the three-level model of ministry, province, and commune, without organizing district-level police.
The report summarizing the implementation of the Law on Inspection also shows that the district level does not have much need for inspection, the staff is very small, and the effectiveness is not promoted. The reduction of specialized agencies under the People's Committee at the district level (713 district inspectors) is in line with the Party's policy on streamlining the organization and staff; overcoming the situation of uneven staffing of district-level agencies, and supplementing human resources to improve the quality and efficiency of provincial inspection activities. When there is no district-level inspection agency, the functions and tasks of this agency will be transferred to the provincial level.
The revised Law on Local Government will be considered and approved by the National Assembly at an extraordinary session on February 12-18.
