According to the proposal of the Provincial People's Committee, the highest level of support for the police force directly arresting drug criminals is 100 million VND/case.

According to the report of the Provincial People's Committee, Hai Duong will provide support to the police force to directly participate in arresting, prosecuting criminal cases of very serious and especially serious drug crimes and arresting wanted drug offenders in Hai Duong province.
The province will consider supporting the police force (belonging to professional departments, district-level police, and commune-level police of Hai Duong Provincial Police) to directly participate in arresting and prosecuting criminal cases of very serious and especially serious drug crimes as prescribed in Article 9 of the Penal Code No. 100/2015/QH13.
The specific support levels are as follows: Criminal cases of very serious drug crimes: 10 million VND/case; criminal cases of especially serious drug crimes: 20 million VND/case; criminal cases of especially serious drug crimes, with inter-provincial or transnational nature and with a decision of commendation or letter of commendation or commendation document from the Ministry of Public Security or the Department of Drug Crime Investigation Police: 100 million VND/case.
Hai Duong also considers supporting the police force (belonging to professional departments, district-level police, and commune-level police of Hai Duong Provincial Police) to directly participate in arresting wanted drug offenders. The specific support level is as follows: Arresting wanted drug offenders in the country is 10 million VND/1 subject; arresting wanted drug offenders abroad is 20 million VND/1 subject.
The support aims to supplement the budget for the police force's activities of preventing, combating, stopping, investigating and handling drug-related crimes. In 2023, the police force in the province detected and arrested 771 cases, 1,412 criminals and violators of drug-related laws, an increase of 94 cases compared to 2022; prosecuted 581 cases, 853 defendants, an increase of 57 cases; handled 190 administrative cases, 559 subjects, an increase of 87 cases.
According to the assessment of the Provincial Police, the situation of drug-related crimes is still potentially complicated. New methods and tricks have emerged to take advantage of postal services, express delivery, and air routes to transport drugs into the province. The situation of illegal buying, storing, transporting, and using of synthetic drugs, using drugs "disguised" as food, drinks, "American weed", electronic cigarettes, and violations of the law related to "laughing gas" has tended to increase, especially focusing on young people, including students.
