Proposal for voluntary drug addicts to be supported with 100% of costs

On the morning of July 3, the Legal Committee of the Provincial People's Council worked with the Department of Labor, War Invalids and Social Affairs to review the submission and draft Resolution of the Provincial People's Council regulating a number of expenditure contents and expenditure levels for drug prevention and control work in Hai Duong province.

Concluding the meeting, Mr. Nguyen Khac Toan, Vice Chairman of the Hai Duong Provincial People's Council, requested the Department of Labor, War Invalids and Social Affairs to review and unify the reference system for this resolution. Regarding the basic salary when calculating the regime for those participating in drug prevention work or drug addicts, it is necessary to unify the calculation according to the standard coefficient of Resolution No. 09/2023/NQ-HDND of the province to limit editing. Relevant sectors and units need to carefully review the draft content, ensuring clarity, accuracy and ease of implementation.

According to the report and draft Resolution, the drug-related crime situation is potentially complicated, with many new methods and tricks. In recent years, drug prevention work in the province has always received attention. However, in the implementation process, there are still some difficulties and problems that need to be resolved, focusing on implementation funding.

Some support policies are proposed in this report. Specifically, the support regime for people proposed to determine drug addiction status (the maximum time to determine addiction status is not more than 5 days) includes paying for transportation to transport the addict from the place of detection to the place of addiction status determination according to Circular No. 62/2022/TT-BTC of the Ministry of Finance; the standard food allowance during the time of determining addiction status is 48,000 VND/person/day; support for payment of electricity, water, and personal items up to a maximum of 350,000 VND/person; support for funeral expenses in case the person determined to be addicted dies at the determined place and relatives do not come to receive the body within 24 hours after death is equal to 20 times the standard social assistance level according to the province's regulations.

The funeral cost support regime for drug addicts under management during the time of applying for compulsory drug rehabilitation facility according to regulations who die without relatives or relatives do not come to receive them within 24 hours is 20 times the standard social assistance level according to provincial regulations.

The Provincial People's Committee proposed to support 100% of the cost for drug addicts who voluntarily undergo drug rehabilitation at public drug rehabilitation facilities in case of being ordered by the State. Currently, the support level is 70% of the cost of food, the remaining types are supported 100%.

For people who voluntarily undergo drug addiction treatment at home or in the community, when undergoing drug addiction treatment at a public service unit that is qualified to provide services, 100% of all costs for food, accommodation, etc. and funeral expenses (if death occurs and relatives do not receive them) are supported according to regulations.
