Hai Duong is determined not to let people with reduced ethics, capacity, and prestige into the Party Committee when organizing Party Congresses at all levels.

On July 15, 2024, the Standing Committee of Hai Duong Provincial Party Committee issued Plan No. 227/KH/TU to organize grassroots and upper-level Party Congresses towards the 18th Hai Duong Provincial Party Congress, term 2025-2030.

The Standing Committee of Hai Duong Provincial Party Committee set the goal of successfully organizing the Party Congresses at the grassroots and upper levels; through the Party Congresses at all levels, continuing to improve the leadership capacity and fighting strength of Party organizations and Party members; further consolidating and strengthening the great national unity bloc and the people's trust in the Party.

The plan sets out requirements and contents with many points that need attention. That is, regarding personnel work, there must be an effective screening mechanism and criteria so as not to miss out on truly virtuous and talented people. At the same time, it is determined not to allow into the new term's Party Committee those who: are not politically steadfast, are not steadfast in the Party's guidelines and viewpoints; have reduced qualities, ethics, capacity, and prestige; have poor sense of organization and discipline; and lack solidarity. Avoid, push, fear responsibility, do not dare to do; show signs of political opportunism, ambition for power, term-based thinking, flattery, lobbying, corruption, negativity, bureaucracy, localism, "group interests", show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"... Violating Party discipline, State laws; violating political standards, things Party members are not allowed to do and regulations on controlling power in personnel work. Declaring assets and income dishonestly, showing signs of getting rich quickly, having many assets without clearly explaining the origin. Violating the responsibility to set an example, allowing oneself or one's spouse or children to have an exemplary lifestyle, taking advantage of one's position and power to gain illegal profits; causing serious internal disunity or corruption, major losses, negative incidents causing bad influences in the locality, agency, or unit during the time in charge...

Regarding the preparation of Congress documents, the Provincial Party Standing Committee requested that the Political Report of the Party Committee and Party Cell be the central report, playing a guiding role for other documents; it must comprehensively, objectively and honestly assess the situation, achieved results, advantages, limitations, causes and lessons learned. At the same time, it is necessary to absorb the guiding viewpoints, policies and major orientations in the draft documents of the 14th Congress of the Party and of higher levels, forecast the situation to set out directions, goals, targets, tasks and feasible solutions for the 2025 - 2030 term, paying attention to breakthrough tasks and solutions with a long-term vision.

Regarding the age of participation in the Party Committee, the government, the Fatherland Front and socio-political organizations, comrades participating in the Party Committee, the government, the Fatherland Front and socio-political organizations for the first time must have at least one full term of service remaining. Comrades nominated for re-election to the Party Committee must have at least half of their term of service remaining (30 months) at the time of the Party Congress at each level. Cadres re-elected to the Party Committee may be re-elected to leadership positions in the government, the Fatherland Front and socio-political organizations but must have at least 18 months of service remaining at the time of the election or congress of each organization.

According to the plan, the Congress of Party cells under the grassroots Party Committee will be completed in the first quarter of 2025; Congress of Party members or Congress of Party delegates at the grassroots level will start from April 2025 and be completed before June 30, 2025; Congress of Party delegates at the upper level will start from June 2025 and be completed before August 31, 2025.

The Standing Committee of the Hai Duong Provincial Party Committee emphasized that the Party Congresses at all levels leading up to the 14th National Party Congress are a broad political activity for the entire Party, the entire army and the entire people. The results of the grassroots Party Congresses and the upper-level Party Congresses are a very important premise to ensure the success of the 18th Provincial Party Congress and the 14th National Party Congress.

The Provincial Party Standing Committee assigned tasks to Party committees at all levels and Party building committees, requiring District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee to develop plans and prepare well in all aspects to direct the conduct of Party Congresses at the grassroots level and at their own level in accordance with the requirements and contents of the Plan.
