New points in organizing the Party Congresses at all levels of Hai Duong province for the 2025-2030 term

The 20th Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, implemented Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and approved the draft Plan to organize Party Congresses at all levels towards the 18th Provincial Party Congress, term 2025-2030.

-Dear Comrade,What requirements does the Politburo set for the organization of Party Congresses at all levels towards the 14th National Congress of the Party?

-On June 14, 2024, the Politburo issued Directive 35-CT/TW on Party Congresses at all levels towards the 14th National Congress of the Party. This Directive has the same basic requirements and contents as Directive 35-CT/TW of the Politburo on Party Congresses at all levels towards the 13th National Congress of the Party and adds a number of new points. These include additional requirements related to personnel participating in the Party Committee. That is: Having an effective screening mechanism and criteria to not miss out on truly virtuous and talented people; at the same time, resolutely not allowing into the new Party Committee those who: are not politically steadfast, not steadfast in the Party's guidelines and viewpoints; have reduced qualities, ethics, capacity, prestige, poor sense of organization and discipline, lack of solidarity; avoid, push back, fear responsibility, do not dare to do; showing signs of political opportunism, ambition for power, term-based thinking, flattery, lobbying, corruption, negativity, bureaucracy, localism, "group interests", showing signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"...; violating Party discipline, State laws; violating political standards, things that Party members are not allowed to do and regulations on controlling power in personnel work; declaring assets and income dishonestly, showing signs of getting rich quickly, having many assets without clearly explaining the origin; violating the responsibility to set an example, allowing oneself or one's spouse, children to have an exemplary lifestyle, taking advantage of one's position and power for illegal profits; allowing serious internal disunity or corruption, major losses, negative incidents causing bad influences in the locality, agency, unit during the time in charge. Personnel who are not elected to the lower-level Party Committee will not be recommended for election to the higher-level Party Committee.

-Along with the very important requirements on personnel work as above, what other contents need attention in Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo, comrade?

-The Directive also has some important differences compared to the 2020-2025 term. That is, the old Party Committee does not have to prepare an action program to implement the congress resolution to present to the congress. This content requires the new Party Committee to prepare after the congress.

Another new point is that cadres re-elected to Party committees can be re-elected to leadership positions in the government, the Vietnam Fatherland Front, and socio-political organizations, but must still have at least 18 months of work remaining at the time of election or congress of each organization.

Regarding the structure and number of Party Committee members, Standing Committee members and Deputy Party Committee Secretaries, Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo also has some new points. That is the regulation of unifying positions with a "rigid" structure to participate in the Standing Committee. Implementing that Party Committee Secretaries are not local people at 100% of district levels and encouraging the implementation of this content at commune levels and other positions. Regulations on young cadres under 42 years old for provincial and district levels and under 40 years old for commune levels (the 2020-2025 term stipulates that young cadres for provincial and district levels are 40, not stipulated for commune levels).

Regarding the Party Committee personnel process, this directive has a new point: the process of introducing personnel for re-election to the Party Committee only has to follow 2 steps. Step 1: The Standing Committee meeting approves the list of Party Committee members eligible for re-election to the new Party Committee. Step 2: The Executive Committee meeting votes to introduce personnel for re-election to the new Party Committee. Regarding the process of introducing personnel joining the Party Committee for the first time, the Standing Committee, Party Committee Secretary, and Deputy Party Committee Secretary still follow the 5-step process as prescribed...

It can be seen that Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party has many important new contents compared to the 2020-2025 term. Immediately after the 20th Conference of the Provincial Party Executive Committee, the Provincial Party Committee's Organizing Committee is coordinating with the Provincial Party Committee Office to synthesize delegates' opinions, complete and promptly advise the Provincial Party Committee Standing Committee to issue documents to properly implement the requirements and contents of the Politburo's directive.
