According to the draft Project on restructuring the apparatus of specialized agencies under the Provincial People's Committee, after restructuring, Hai Duong will reduce 5 department directors and 29 department heads.
At the meeting of the Hai Duong Provincial People's Committee in January on the morning of January 15, the Department of Home Affairs reported on the draft Project on reorganizing the apparatus of specialized agencies under the Provincial People's Committee.
The project is implemented in accordance with Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee (term XII) on a number of issues to continue innovating and rearranging the apparatus of the political system to be streamlined, effective and efficient; Plan No. 5043/PA-UBND dated December 26, 2024 of the People's Committee of Hai Duong province on rearranging the apparatus of specialized agencies under the Provincial People's Committee, under the People's Committees of districts, towns, cities and associations assigned tasks by the Party and the State in the province.
According to the draft project, departments, branches and sectors have reviewed and implemented the internal organizational arrangement according to regulations. Specifically, maintaining departments including the Provincial Inspectorate and the Provincial Industrial Park Management Board; merging 10 departments and transferring the functions and tasks of 6 departments.
After the reorganization, there are 13 departments, a reduction of 5 departments. The total number of professional and equivalent departments after the reorganization is reduced by 29 departments (from 128 to 99 departments), reaching 22.6%, not including the offices and inspectorates of the 10 merged departments.
Regarding the number of civil servants after the arrangement, based on professional qualifications, work experience, capacity, strengths and staffing as prescribed by the province, the arrangement, transfer and assignment will be carried out to ensure the legitimate rights and interests of civil servants according to regulations.
Regarding the director and deputy director levels, initially, 5 department directors and 29 department heads will be reduced.
Concluding this content, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested the Department of Home Affairs to absorb the opinions to complete the project, report to the Provincial Party Committee Standing Committee; review to streamline the focal points associated with streamlining the payroll according to general instructions. Departments and branches continue to review to proactively arrange the payroll; the review must be carried out in accordance with plans and regulations. Proactively plan for organizations, cadres, civil servants, and workers in agencies and units that are transferred to other units.
The January meeting of the Provincial People's Committee also considered the report proposing approval of the investment policy for the Project to build a housing area in the central area of Pham Ngu Lao ward (now Le Thanh Nghi ward), Hai Duong city - area 1; report Project of the zoning plan for the construction of Hung Dao Industrial Park, Tu Ky District, scale 1/2000; report on the review of the planning, policies, plans and local adjustment options for the Lai Cach Industrial Park Construction Plan - Phase 1 (3rd time), scale 1/2000; submission requesting the Provincial People's Committee to report to the Provincial People's Council for approval to issue a Resolution of the Provincial People's Council on support policies for cadres, civil servants and public employees who retire during the implementation of organizational restructuring in Hai Duong province.
