Hai Duong established a Steering Committee to implement the arrangement and reorganization of administrative units at district and commune levels.

The Chairman of Hai Duong Provincial People's Committee has just issued Decision No. 763/QD-UBND dated March 21 to establish a Steering Committee to implement the arrangement and reorganization of administrative units at district and commune levels.

Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at district and commune levels of Hai Duong province.

According to the decision, Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, is the Head of the Steering Committee. The Deputy Heads of the Steering Committee are the Director of the Department of Home Affairs (Permanent Deputy Head of the Committee), and the Chief of Office of the Provincial People's Committee.

The members of the Steering Committee are leaders of the following departments: Agriculture and Environment; Justice; Finance; Construction; Culture, Sports and Tourism; Science and Technology; Education and Training; Health; Industry and Trade; Provincial Chief Inspector; representatives of the Provincial Military Command and Provincial Police; leaders of the Provincial Vietnam Fatherland Front Committee; Deputy Director of the Department of Home Affairs and Chairmen of the People's Committees of districts, towns and cities.

The Steering Committee is an inter-sectoral coordination organization, assisting the Chairman of the Provincial People's Committee in directing and coordinating the resolution of important inter-sectoral issues in implementing the disorganization of district-level administrative units and the rearrangement and reorganization of commune-level administrative units.

The Steering Committee is responsible for implementing preparatory work according to the Central Government's direction on the project to merge a number of provincial-level administrative units, not organizing the district level, continuing to merge commune-level administrative units; proposing to the Provincial Party Committee and the Provincial People's Committee on the orientation of the plan to merge commune-level administrative units in accordance with the characteristics of the local situation and the Central Government's requirements.

Research and propose to the Provincial People's Committee and the Chairman of the Provincial People's Committee directions and solutions to solve important, inter-sectoral issues in implementing the disorganization of district-level administrative units and the arrangement and reorganization of commune-level administrative units; assist the Chairman of the Provincial People's Committee in directing and urging departments, branches, sectors, and district-level People's Committees in the implementation process, ensuring compliance with Central regulations.

The Head of the Steering Committee uses the seal of the Provincial People's Committee. The Deputy Head and members of the Steering Committee may use the seal of the department or branch where they work when signing and issuing documents of the Steering Committee.
The Department of Home Affairs is the standing agency of the Steering Committee, assisting the Head of the Steering Committee in developing the Steering Committee's work plan and program; coordinating with the Department of Finance to prepare estimates and finalize the budget for the implementation of the arrangement and reorganization of district and commune-level administrative units in 2025 according to regulations.
Agencies with members participating in the Steering Committee use their apparatus to perform tasks to assist the Steering Committee, operating on a part-time basis.
The Steering Committee dissolves itself after completing its tasks.
