Develop a project to merge communes and report to the Standing Committee of Hai Duong Provincial Party Committee before April 30, 2025.

The Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW of Hai Duong province (Provincial Steering Committee) issued Official Dispatch No. 03-CV/BCĐ dated March 21 on continuing to reorganize the political system of the province.

Accordingly, the Provincial Steering Committee requests the Provincial Party Committee to direct specialized agencies to develop a Project on Arranging and merging commune-level administrative units (specific functions, tasks, organizational structure, staffing; staff arrangement, office; handling of assets, office...), report to the Provincial Party Standing Committee and the Provincial Party Standing Committee before April 30, 2025. Coordinate with the Provincial Party Committee's Organization Board and agencies to implement tasks related to the arrangement and merger, ensuring timeliness and synchronization according to the Central's schedule. Coordinate with the Provincial Party Committee's Organization Board to arrange subordinate Party organizations.

The Provincial Steering Committee requested the Party Committee of the Party Agencies of Hai Duong province to direct the Vietnam Fatherland Front (VFF) agency of the province to preside over and coordinate with relevant agencies and units to develop a Project on Arranging socio-political organizations and mass associations assigned by the Party and the State; report to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee before April 30, 2025. The draft stipulates the functions, tasks, and organizational structure of the Vietnam Fatherland Front agency of the province; arrange socio-political organizations and mass associations assigned by the Party and the State under the VFF; report to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee before April 30, 2025.

The Provincial Public Security Party Committee leads and directs the arrangement of commune-level police in accordance with the merger of commune-level administrative units. Guides the implementation of public services, social management... according to the functions and tasks of the Ministry of Public Security, in the direction of providing online public services, digital services for people and businesses regardless of administrative boundaries, without collecting fees (for organizations and individuals who have to change documents and procedures due to the arrangement of administrative units). Advises competent authorities to lead and direct the police force; at the same time, leads and directs commune-level police to strengthen work, coordinate with all levels and sectors to promptly grasp public opinion, mobilize the masses, ensure the maintenance and stability of political security, social order and safety before, during and after the arrangement of administrative positions, the arrangement of the apparatus, Party Congresses at all levels and the 14th National Party Congress.

District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee coordinate with relevant agencies to complete the Project on Arranging and merging commune-level administrative units; socio-political organizations, and mass organizations assigned by the Party and the State under the direction of the province. Coordinate with the Provincial Party Committee's Organization Board and relevant agencies and units to prepare personnel to appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee member, chairman, and deputy chairman of the commune-level inspection committee after the arrangement and merger. Coordinate with the Provincial Party Committee's Organization Board to arrange and reorganize Party organizations according to the new model. Direct the communes and wards directly under the Party Committee to prepare draft documents and tasks to well prepare for the organization of the Commune-level Party Congress for the 2025-2030 term.

The Provincial Party Committee's Propaganda and Mass Mobilization Department proactively and actively carries out propaganda, mobilization, ideological orientation and public opinion, ensuring national solidarity, creating high consensus and unity among cadres, party members, civil servants, public employees and all classes of people. Coordinates with the Provincial Party Committee's Party building departments to organize conferences to disseminate and implement relevant resolutions and conclusions of the Central Committee, and continues to reorganize the apparatus of the political system according to the Central Committee's guidance.

The Provincial Party Committee's Organizing Committee presides over and coordinates with relevant agencies to advise the Provincial Party Committee's Standing Committee to deploy the following contents: Coordinate with the Central Party Committee's Organizing Committee on the preparation of personnel for Party committees, standing committees, secretaries, deputy secretaries, inspection committees, deputy heads of inspection committees, People's Councils, and People's Committees at the provincial level. Direct district Party committees, town Party committees, city Party committees, and Party committees directly under the Provincial Party Committee to complete projects to ensure compliance with the Central's direction. Issue criteria for arranging and assigning cadres, civil servants, public employees, and workers; prepare personnel for Party committees, standing committees, secretaries, deputy secretaries, inspection committees, deputy heads of inspection committees, People's Councils, People's Committees, and the Fatherland Front under the management of the Provincial Party Committee's Standing Committee; decide on the establishment, decide on the functions, tasks, and working regulations of specialized advisory and support agencies. Guide the arrangement of party organizations under the Provincial Party Committee and party committees under the Provincial Party Committee according to the new model after arrangement and merger in accordance with the Party Charter and the Regulations on the implementation of the Party Charter.

The Provincial Steering Committee requests agencies, units and localities to seriously implement and ensure the time and progress according to the regulations of the Central Government. Periodically report the results of the progress of arrangement, consolidation and related work to the Provincial Steering Committee (through the Provincial Party Committee's Organization Board) before 5:00 p.m. every Tuesday (from April 16, 2025 to October 31, 2025).
