Comrade Le Van Hieu responded to the petition of Gia Loc and Thanh Ha voters about overcoming difficulties in military recruitment and agricultural production.

On December 2, delegation No. 1 of the National Assembly Delegation of Hai Duong province met with voters of Thanh Ha and Gia Loc districts after the 8th session of the 15th National Assembly, term 2021-2026.

At the meeting, voters of Thanh Ha district gave opinions and recommendations on many issues related to environmental resources, land, and site clearance compensation.

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province requested comrades in the Standing Committee of Thanh Ha District Party Committee to pay attention to and thoroughly answer the issues raised by voters.

Regarding the issue of some communes having difficulties in recruiting and performing military service, such as young people graduating from school but universities and colleges not "moving military service registration forms" to the locality, making it difficult to manage and select young people to perform military service, comrade Le Van Hieu said that in addition to the Government's support policy on vocational training cards, Hai Duong province will soon add a policy to support funding for young people who have completed their military service, completed vocational training, etc. Therefore, communes need to have measures to ensure a high rate of citizens joining the army; and to raise the responsibility of leaders of Party committees and authorities in performing their duties.

He requested Thanh Ha district to pay attention to and properly resolve issues related to the areas under the district's authority.

The comrade clarified some of the people's opinions related to the new Land Law, compensation and support for site clearance before and after the new Land Law. Answering voters' questions about the different compensation levels between the new and old laws, the comrade analyzed and explained to the people that the new Land Law, which will take effect and be applied in 2024, is a fair approach. The general spirit is to amend the law to bring benefits to the people, not to make them worse off than before. The comrade affirmed that under the new Land Law, the re-determination of land origin is clearer, ensuring the correct procedure.

At the meeting, voters of Le Loi commune (Gia Loc) reported that aquaculture is currently facing many difficulties due to seriously polluted water sources, narrow and degraded roads in and out of conversion areas, while animal feed prices are high and the consumption market is erratic. Therefore, about 30% of the local aquaculture area is abandoned. Some level 1 and level 2 canals are still earthen canals, making it difficult to provide irrigation water for agricultural production. People's demand for greenhouses and net houses is high but support funds are limited...

Responding to this content, the Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu and Chairman of the Gia Loc District People's Committee Vu Van Cap said that in recent times, the province as well as Gia Loc District have always paid attention to and prioritized investment in infrastructure for aquaculture areas. However, to be invested, the aquaculture area must meet a number of requirements such as: having an area of ​​20 hectares or more, having a plan, low cost of site clearance...

Recently, Gia Loc District People's Committee has directed specialized departments to survey aquaculture areas, make recommendations, propose and receive support from the province of over 20 billion VND for some aquaculture areas in Yet Kieu, Hoang Dieu, Nhat Quang communes (formerly Dong Quang, Nhat Tan communes). The District People's Committee has also allocated over 25 billion VND from the budget to support these areas in building infrastructure.

In Le Loi commune, the district People's Committee has invested funds to renovate a number of secondary canals, creating convenience for irrigation.

To meet the needs of the people, the Provincial People's Council has issued a Resolution on supporting greenhouses. Accordingly, the province continues to support 100,000 VND/m²Greenhouses and support areas will be significantly increased next year. The District People's Committee will provide specific instructions on procedures and implementation processes to the people.

At the meeting, the Standing Committee of Thanh Ha and Gia Loc District Party Committees received the instructions of Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation. The People's Committees of Thanh Ha and Gia Loc districts will synthesize voters' opinions and propose to relevant levels for consideration and resolution.
