The Provincial Party Secretary is the Head of the Steering Committee to develop a project to rearrange and reorganize commune-level administrative units.

The Steering Committee for implementing the project to rearrange and reorganize commune-level administrative units of Hai Duong province has 35 members.

Comrade Tran Duc Thang, member of the Party Central Committee, Secretary of Hai Duong Provincial Party Committee is Head of the Steering Committee.

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Secretary of the Provincial Party Committee of Party Agencies is Deputy Head of the Steering Committee.

Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee is the Standing Deputy Head of the Steering Committee.

Comrade Nguyen Hong Son, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee is Deputy Head of the Steering Committee.

The 31 members of the Steering Committee are members of the Provincial Party Standing Committee; leaders of the Provincial People's Committee; heads of a number of departments, branches, units and localities of the province.

The Steering Committee has the tasks and powers to direct the implementation of Conclusion No. 137-KL/TW, dated March 28, 2025 of the Politburo and the Secretariat and related tasks related to the arrangement and reorganization of commune-level administrative units according to the requirements of the Central Committee; develop a plan for the Steering Committee to implement the Central Committee's conclusions; assign tasks to members of the Steering Committee.

The Steering Committee works part-time and dissolves upon completion of its tasks.
