On the afternoon of April 4, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of Hai Duong Provincial Party Committee, visited the Lao Embassy in Hanoi to pay his respects to comrade Khamtay Siphandone, former Chairman of the Lao People's Revolutionary Party and former President of Laos.
After the funeral, the Provincial Party Secretary wrote in the condolence book for comrade Khamtay Siphandone. The content of the book reads: “During his lifetime, comrade Khamtay Siphandone always supported the Vietnamese people’s cause of national construction and protection and made many important contributions to building, consolidating and developing the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, including the traditional close relationship between Hai Duong province and Vientiane province… The Party Committee, government and people of Hai Duong will continue to preserve and promote the noble values that comrade has worked hard to cultivate over the years.”

Comrade Khamtay Siphandone, born on February 8, 1924, former Chairman of the Central Executive Committee of the Lao People's Revolutionary Party, former President, former Prime Minister, former Deputy Prime Minister, and former Minister of National Defense of the Lao People's Democratic Republic, passed away at 10:30 a.m. on April 2, at the age of 102.
He and other predecessors organized and led the revolutionary movement and achieved consecutive victories, bringing the Lao Revolution to complete victory, step by step bringing Laos steadily towards the goal of socialism.
Comrade is an extremely close and intimate friend of the Party, State and people of Vietnam, always paying attention and having many great achievements, making important contributions to building, consolidating and developing the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos over the past time.
To pay tribute to comrade Khamtay Siphandone, the Central Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam and the Central Committee of the Vietnam Fatherland Front decided to hold a national mourning period for comrade Khamtay Siphandone from April 4-5, 2025.
Hai Duong Province and Vientiane Province (Laos) have been twinned since 1984. Over the years, the two provinces have had many cooperative development activities to strengthen the close relationship between the two localities and contribute to fostering the special friendship between Vietnam and Laos. Many cooperation programs have been signed and implemented effectively.
