A student who was absent from school for 69 days and was not allowed to take the high school graduation exam was still given a certificate to take the exam and passed.
This is the case at the Vocational Education Center - Continuing Education in Binh Tan District, Ho Chi Minh City. During the school year, this student missed 69 days. According to the regulations of the Ministry of Education and Training, students are not allowed to move up to the next grade if they miss more than 45 days in a year.
The student's 12th grade academic results were average, with poor conduct. The transcript also clearly stated that the student was not allowed to take the graduation exam.
However, the student still has a notice to take the 2023 high school graduation exam issued by the center, took the exam and achieved 23.4/40 points. Of which, 4.4 points in literature, 6.5 in math, 6.75 in history and 5.75 in geography.
With this score, the candidate is eligible to graduate from high school.

On the evening of August 7, Mr. Pham Van Dung, Deputy Director of the Center for Vocational Education - Continuing Education of Binh Tan District, confirmed the incident.
According to Mr. Dung, at the time of issuing the exam notices, the center was vacant for a director position, and he was assigned by the People's Committee of Binh Tan District to be the deputy director in charge until July 14. The task of signing exam notices for students was originally assigned to another deputy director. However, this person was busy, so the exam notices of 235 students were transferred to Mr. Dung.
"Before signing, I asked the academic staff if they had checked it correctly. The academic staff informed me that they had checked it carefully, so I signed quickly to send it to the student in time," said Mr. Dung.
On July 24, when this student came to receive his temporary graduation certificate, the academic staff discovered the incident, did not issue the certificate to this student and reported it to the board of directors.
Later, Mr. Dung learned that there was a list of students who were not eligible to take the high school graduation exam along with 235 exam registration forms, but he was not provided with this list at the time of signing.
"This was a mistake, not checking and exchanging information thoroughly between departments, completely unintentional. I am ready to take responsibility and discipline," Mr. Dung said.
The incident has been reported to Tan Binh District People's Committee and Ho Chi Minh City Department of Education and Training for handling.
