Prime Minister Pham Minh Chinh requested that Project 06 be identified as one of the important and top political tasks of all levels, sectors and localities, contributing to promoting social governance in a modern and civilized direction.
Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 133/CD-TTg dated December 14, 2024 on promoting the implementation of tasks and solutions to implement Project 06 to serve people and businesses.
To continue implementing Project 06 effectively and substantially, serving the people and businesses, the Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of People's Committees of provinces and centrally run cities to continue to uphold their responsibilities, focus on leadership, direction, administration, and drastic, timely, and effective implementation of key tasks and solutions.
Specifically, ministries, branches and localities must fully understand the important role and significance of Project 06 for socio-economic development; it is necessary to identify Project 06 as one of the important and top political tasks of all levels, branches and localities, contributing to promoting social governance in a modern and civilized direction; creating a favorable environment for production and business; promoting utilities serving people and businesses; creating jobs and livelihoods for people...
Organize the development of a digital transformation project similar to Project 06 and ensure connection with Project 06, focusing on directing its completion and success from now until the end of 2025; mobilize social resources and other legal resources to ensure funding for implementation.
Ministries, branches and localities have received the draft sub-projects of digital transformation ensuring connection with Project 06 transferred by the Ministry of Public Security under the direction of the Government at Point d, Clause 18, Appendix to Resolution No. 82/NQ-CP dated June 5, 2024 to organize research and integrate tasks and solutions into the content of the digital transformation project of their ministries, branches and localities; report to the Prime Minister on the implementation results in December 2024.
Ministries and sectors that are in the direction of restructuring, arranging and merging the organizational apparatus proactively study plans to consolidate and upgrade the administrative procedure handling information systems of their ministries and sectors, ensuring information security and safety and connecting with the National Population Database, the National Public Service Portal, national databases, and specialized databases, ensuring the inheritance of implemented results, without interrupting the management, monitoring, reception, and handling of administrative procedures for people and businesses.
Urgently review and adjust internal processes to meet the provisions of the Law on Electronic Transactions; implement flexible, creative and effective measures and solutions to allow the use of electronic documents integrated on electronic identification accounts to replace paper documents when performing administrative procedures; soon have a plan to reduce document components when data has been digitized.
Ministries performing state management functions in the sectors and fields of construction, finance, natural resources and environment, and Vietnam Social Security will promote connection, interconnection, integration, and data sharing to the National Data Center in the second quarter of 2025.
The Ministries of Labor, War Invalids and Social Affairs, Justice, Natural Resources and Environment, Health, and Industry and Trade urgently complete and report the results of the implementation of data connection and integration to the National Public Service Portal for 9 administrative procedures that are behind schedule according to Project 06, according to Decision No. 422/QD-TTg dated April 4, 2022 and Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister in December 2024.
The Ministry of Home Affairs reports to the Prime Minister on the situation and results of the task of advising on the completion of mechanisms and policies in attracting and promoting talents and high-quality human resources to serve high-tech development in general and the team of administrators and operators of the National Data Center in particular in December 2024. Strengthen public service inspection, including inspection and examination of tasks implementing Project 06.
The Prime Minister directed the Ministry of Public Security to preside over and coordinate with relevant ministries and branches to propose the implementation and integration of types of documents under management, promote data enrichment, and be ready to expand and integrate new utilities on the VNeID application (such as determining marital status, civil judgment enforcement notices, information on banking, telecommunications, healthcare, education, etc.).
The Ministry of Public Security and the Government Office shall preside over and coordinate with ministries, agencies and localities to perform the tasks assigned by the Prime Minister related to the National Public Service Portal in Official Dispatch No. 8871/VPCP-KSTT dated December 2, 2024; Point b, Clause 5 of Official Dispatch No. 131/CD-TTg dated December 11, 2024, ensuring stable and continuous operation without interruption of the National Public Service Portal.
The Ministry of Information and Communications shall complete the draft and submit to the Government for promulgation decrees detailing the implementation of the Law on Electronic Transactions, including the Decree on electronic signatures and trusted services, the Decree on shared databases, and submit to the Prime Minister for promulgation of a Decision approving the list of national databases according to the direction in Directive No. 32/CT-TTg dated September 4, 2024.
Complete the submission to the Government for promulgation of a Decree detailing a number of articles of the Telecommunications Law, including research and supplementation of the content of using citizens' level 2 electronic identification accounts to register for subscriptions.
Urgently coordinate with research units to issue national digital address standards as a basis for identifying locations to serve the construction of core databases at the National Data Center.
The Ministry of Finance urgently completes and issues a Circular amending Circular No. 105/2020/TT-BTC dated December 3, 2020 providing guidance on tax registration for individuals when implementing the use of personal identification codes as tax codes as prescribed in Clause 7, Article 35 of the Law on Tax Administration. Submit to the Government for issuance of a Decree amending Decree No. 123/2020/ND-CP regulating invoices and documents, to be completed in December 2024.
Urgently develop a roadmap and plan for allocating funds to localities to disburse budget capital in 2024 and an implementation plan in 2025 according to the provisions of Decree No. 138/2024/ND-CP. Urge ministries, branches and localities to review and propose budget estimates for implementing Project 06 in 2025 to the Ministry of Finance for collection and reporting to competent authorities to ensure the implementation of the tasks of Project 06.
The Ministry of Science and Technology urgently submits to the Government a Decree regulating a number of contents on innovation and creative startups in the first quarter of 2025.
The Ministry of Justice is researching solutions to share civil status data, especially birth, death, marriage registration, and civil status correction data, with ministries, branches, and localities to improve the effectiveness of performing assigned tasks.
Coordinate with the Ministry of Public Security to connect and share data between the National Population Database and databases of the Justice sector such as the Electronic Civil Status Database, Nationality Database, and Judicial Records Database according to the direction of the Prime Minister in Directive No. 04/CT-TTg dated February 11, 2024.
The Ministry of Labor, War Invalids and Social Affairs shall complete the connection and data sharing between the Labor and Employment Database and the Vocational Education Database with the National Population Database as directed by the Prime Minister in Directive No. 04/CT-TTg, and report to the Prime Minister in December 2024.
Preside over and coordinate with the Ministry of Public Security and relevant ministries and branches to propose to the Prime Minister solutions to effectively implement the collection and analysis of DNA samples of remains of unidentified martyrs and relatives of unidentified martyrs, connect with the Gene Bank (DNA), the Identity Database, the National Population Database to identify the remains of martyrs, ensuring the principles of clear people, clear work, clear responsibilities, clear products, and clear completion deadlines; report to the Prime Minister in January 2025.
The Ministry of Health coordinates with the Vietnam Social Security and the Ministry of Public Security to organize training for medical examination and treatment facilities to effectively implement the integration of referral papers, re-examination appointment papers, and Electronic Health Books on the VNeID application, ensuring that people can use these books to replace paper medical examination and treatment books; implement the Digital Transformation Project of Bach Mai Hospital and Cho Ray Hospital, Bac Ninh, Binh Duong, and An Giang provinces to be completed in January 2025, and replicated nationwide in 2025. Research the content of the Electronic Health Book for children, especially vaccination information (from birth), linked to the VNeID of parents and guardians. Strive to have over 40 million people using the Electronic Health Book by the end of 2025 and 100% of medical facilities (public and private) participating.
Coordinate with the Ministry of Education and Training to research and organize health check-ups for students from the time they start school until they finish high school, integrating them into the General Education Database.
The People's Committees of provinces and centrally run cities direct the review of administrative procedures, restructuring the process to reduce, not requiring people to attach documents when the data has been digitized, in the immediate future, priority is given to digitized land data, research to reuse to reduce administrative procedures on residence as the solution Binh Duong province, Dong Nai province has implemented in the recent past, in the spirit that any completed district, commune, ward will put it into use immediately.
Based on 19 pilot models that have been successfully deployed in Hanoi, select models that are suitable for local characteristics to deploy, bringing value to people, businesses and local authorities, focusing on electronic health records, issuing criminal records on VNeID, collecting lump-sum taxes for households and promoting solutions to deploy electronic invoices generated from cash registers to prevent tax losses according to Resolution No. 44/NQ-CP dated April 5, 2024 of the Government.
Strengthen inspection of public service for agencies, units and fields under their management authority, focusing on inspecting the implementation of Project 06 and Directive No. 04/CT-TTg at their agencies and units in 2024, assessing the responsibility of cadres, civil servants and public employees in implementing Project 06; propose competent authorities to commend advanced models with achievements in public service activities, detect and handle violations or recommend competent authorities to strictly handle irresponsible individuals who cause obstacles, difficulties and troubles for people and businesses.
The Ministry of Public Security and the Government Office, according to their assigned functions and tasks, shall monitor and urge the implementation of this dispatch; promptly report and propose to competent authorities issues beyond their authority.
