Prime Minister Pham Minh Chinh has just signed Directive No. 04/CT-TTg dated February 11, 2024 on continuing to promote the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 in ministries, branches and localities in 2024 and the following years.

The Directive clearly states that implementing the Party and State's guidelines and policies on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, gradually developing digital government, digital economy, digital society, the implementation of the Project "Developing applications of data on population, identification and electronic authentication, serving national digital transformation in the period of 2022 - 2025, with a vision to 2030" (Project 06) is an important and breakthrough content to implement the strategy, creating many utilities and services, bringing practical benefits, serving people and businesses better and more effectively.

However, in the process of organizing and implementing, there are still shortcomings and limitations that are "bottlenecks" that slow down the progress of the Project, which have been reviewed and evaluated at the Conference to review 2 years of implementing Project 06. In order to continue to promote the implementation of Project 06 in 2024, creating a premise to complete the goals of the National Digital Transformation Program by 2025, with a vision to 2030, the Prime Minister requests ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities to thoroughly grasp and implement synchronously, consistently, promptly and effectively the following key tasks and solutions:

Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities continue to maintain high political determination in leading and directing the implementation of Project 06 in their agencies and localities in 2024. Strengthen inspection, supervision, and urging the implementation of tasks by sector and field on a weekly and monthly basis and specifically announce the results and benefits enjoyed by people and businesses.

Urgently overcome the slow progress task

Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities urgently overcome the tasks that are behind schedule. Restructure business processes, complete the provision of essential public services on the National Public Service Portal, ensuring maximum reduction of paperwork, travel time and compliance costs for people and businesses. Develop, promulgate according to authority or submit to the Prime Minister for promulgation of interconnected electronic processes for interconnected groups of administrative procedures, to be completed in April 2024.

Speed ​​up the digitization of records and results of administrative procedure settlement in the process of receiving and settling administrative procedures, linking digitization with the performance of duties of officials and civil servants in the process of settling administrative procedures, not requiring people and businesses to provide documents and results of administrative procedure settlement that have been digitized in accordance with regulations.

Upgrade and complete the information technology infrastructure to meet the requirements in Official Dispatch No. 1552/BTTTT-TTH dated April 26, 2022 of the Ministry of Information and Communications guiding essential information technology components to implement Project 06.

Direct, manage and evaluate the quality of service to people and businesses based on real-time data according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister.

Proactively amend, supplement or submit to competent authorities to amend and supplement legal documents according to the results of document review to serve the implementation of Project 06 of the Prime Minister's Working Group on reviewing legal documents, including plans to simplify administrative procedures and citizen papers assigned in the Government's specialized Resolutions for the period 2017 - 2018.

Proposing a roadmap to complete 9 target groups for the period 2023 - 2025

The Prime Minister requested ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities to focus on implementing tasks in 2024, including issuing a Plan to implement Project 06 in 2024, setting out a roadmap to complete 9 target groups of Project 06 in the period of 2023 - 2025. Allocate funding to implement Project 06 to ensure efficiency, to be completed in February 2024.

Conduct a review of legal documents according to the assigned scope, functions and tasks to issue or propose competent authorities to issue, amend and supplement legal documents serving the connection and exploitation of data between the National Data Center and national databases and specialized databases.

Coordinate with the National Data Center to develop a plan to synchronize human data within the scope of management to the National Data Center according to a roadmap consistent with the progress of construction and operation of the National Data Center.

Review and supplement conditions to ensure security and safety of information systems under the management authority of ministries, branches and localities according to the standards of the National Data Center.

Providing utilities for people, social management on VneID application

The Ministry of Public Security shall preside over the consultation and submit to the Government a proposal to the National Assembly Standing Committee to develop a Law on Personal Data Protection and a proposal to develop a Data Law in the second quarter of 2024; direct the provision of electronic authentication services in accordance with Decree No. 59/2022/ND-CP dated September 5, 2022 of the Government.

Providing utilities for people, social management on VNeID application, especially social management such as crime reporting, fire prevention, traffic safety, environmental protection, temporary residence declaration, temporary absence...; integrating VNeID application with services for people such as banking, shopping, payment, education, healthcare, utilities for vulnerable groups...

The Ministry of Information and Communications shall preside over and coordinate with relevant ministries and branches in developing a Decree stipulating the list of national databases; the construction, updating, maintenance, exploitation and use of national databases in accordance with simplified procedures and processes, to be completed in February 2024; preside over the development of a Decree amending and supplementing Decree No. 73/2019/ND-CP of the Government regulating the management of investment in information technology applications using state budget funds, to be completed in September 2024.

Develop and advise the Government on a Decree detailing a number of articles of the Telecommunications Law, including researching and supplementing regulations on the use of citizens' level 2 electronic identification accounts to register for subscriptions, to be completed in October 2024.

The Ministry of Justice connects and shares data between the databases of the justice sector such as the Electronic Civil Status Database, the Nationality Database, the Judicial Records Database with the National Population Database, to be completed in June 2024. Presides over and coordinates with the Ministry of Public Security to deploy the issuance of judicial records on VNeID in Thua Thien Hue before proposing to expand nationwide, to be completed in the first quarter of 2024.

Develop and submit to the Prime Minister for promulgation a List of electronically interconnected administrative procedure groups.

The Government Office shall preside over and coordinate with the Ministry of Planning and Investment to guide ministries, branches and localities to integrate, connect and share data between the National Public Service Portal, the administrative procedure settlement information system at the ministerial and provincial levels with the National Database on business registration, to be completed in the first quarter of 2024.

Develop and submit to the Prime Minister for promulgation a List of electronically connected administrative procedure groups, integrated and provided on the National Public Service Portal in 2024, to be completed in February 2024.

Develop and submit to the Government for promulgation a Decree on 02 interconnected public services "birth registration - permanent residence registration - health insurance card issuance for children under 6 years old and death registration - permanent residence cancellation - funeral allowance" according to simplified procedures. Completed in April 2024.

Preside over and guide ministries, branches and localities to integrate, connect, share and exploit the results of digitizing records and results of handling electronic administrative procedures between information systems handling administrative procedures at the ministry and provincial levels through the National Public Service Portal, to be completed in the first quarter of 2024.

Preside over and coordinate with the Ministry of Public Security, Ministry of Home Affairs, Ministry of Information and Communications, Ministry of Justice, Ministry of Finance and relevant localities to build a model of a One-Stop-Shop Department providing public services in the direction of combining one-stop-shop departments of administrative units at all levels in the area, organize a pilot in 2024 in the following localities: Hanoi, Ho Chi Minh City, Quang Ninh province, Binh Duong province and evaluate and summarize to develop the model on a large scale.

The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Ministry of Public Security, the State Bank of Vietnam, the Vietnam Bank for Social Policies and relevant units to research and develop a plan to issue a "Social Security Account" so that each Vietnamese citizen with a social security account associated with a personal identification number on the VNeID application can receive social security payments via the account upon request. The Ministry of Finance shall preside over and coordinate with the Ministry of Planning and Investment to advise on the issuance of a document guiding the implementation of Notice No. 3307/TB-TTKQH dated January 18, 2024 announcing the conclusion of the National Assembly Standing Committee on the explanation of the provisions in Clause 1, Article 6 of the Law on Public Investment. Issue a Circular amending and supplementing Circular No. 105/2020/TT-BTC and Circular 19/2021/TT-BTC providing guidance on tax registration for individuals when implementing the use of personal identification numbers instead of tax codes.

Complete the information technology system for electronic invoices, ensure the reception and connection of electronic invoice information by tax authorities to ensure smooth and convenient operation, contributing to improving the efficiency of tax management, to be completed in March 2024.

Direct the State Securities Commission to cross-check and authenticate information with the National Population Database, clean up data of securities investors and persons granted securities practice certificates, to be completed by March 2024.

The Ministry of Planning and Investment studies and develops a project on building a business database to submit to the Prime Minister, to be completed in June 2024. Synthesize and report to competent authorities to adjust the medium-term public investment plan of the central budget for the period 2021 - 2025 from projects with slow implementation and slow completion of procedures to projects under Project 06 according to the proposal of ministries and central agencies. Urge localities to proactively arrange local budget capital to implement projects under Project 06, to be completed in February 2024.

The Ministry of Transport reviews and cleans up driver's license data and synchronizes data on the VNeID application. Coordinates with the Ministry of Public Security to deploy a solution to use driver's licenses on the VNeID application in Binh Duong, to be completed in 2024.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Information and Communications and relevant agencies to guide job positions, policies and regimes for personnel performing administration, operation and development of the information system of the National Data Center, to be completed in March 2024.

The Ministry of Construction accelerates the connection and sharing between the Housing and Real Estate Market Information System with the National Land Database and the National Population Database, to be completed in May 2024. Appraise the project to build the National Data Center as proposed by the Ministry of Public Security.

The State Bank of Vietnam directs credit institutions to study and apply credit scoring solutions in lending activities, creating conditions for people to access bank credit sources, preventing and stopping illegal credit activities, ensuring regulations on personal data protection, to be completed by March 2024.

Vietnam Social Security will expand the application of biometric information authentication on chip-embedded Citizen Identification Cards at the One-Stop Department of the Social Security Agency nationwide, to be completed in 2024. Continue to integrate Social Security Book information on the VneID application.

Promote the issuance of social security accounts to policy beneficiaries who do not have accounts yet.

The People's Committees of provinces and centrally run cities will carry out 12 tasks in 2024, focusing on coordinating with relevant agencies to promote the issuance of social security accounts to policy beneficiaries who do not have accounts. Directing the payment of non-cash social security benefits to 100% of people who already have accounts.

Preside over and coordinate with the Ministry of Public Security and the Ministry of Information and Communications to conduct training for local officials, civil servants, and public employees on information security, prioritizing electronic forms on online training software (MOOC). To be completed before July 1, 2024.

Organize the construction of a land database within the locality, ensuring connection, integration, and communication with the National Land Database and the National Population Database, urgently completing and putting it into operation in 2025.

Deploy models and solutions to apply utilities from the National Database on Population, Citizen Identification and Electronic Identification to promote the implementation of Project 06 and implement the roadmap according to the issued Plan. Direct to continue ensuring infrastructure and speeding up the progress of data digitization, especially in the fields of civil status, land, labor and employment.

The Prime Minister assigned Vietnam Television, Voice of Vietnam, Vietnam News Agency, the Government Electronic Information Portal and central and local press agencies to propagate legal policies and objectives, benefits of implementing Project 06, electronic identification accounts, chip-embedded Citizen Identification Cards, and the National Data Center to create common awareness and consensus among the people.
