Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau has assigned a series of specific tasks to implement Resolution 57 on breakthroughs in science and technology development in the province.
On the afternoon of February 19, the Provincial People's Committee met to listen to and give opinions on a number of contents related to the implementation of Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation in the province, reported by the Department of Science and Technology and the Office of the Provincial People's Committee.
Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
At the meeting, the Provincial People's Committee Office reported on the draft decisions: establishing the Steering Committee for Digital Transformation, Administrative Reform and Project 06 provinces; promulgating the operating regulations of the Steering Committee; establishing the Steering Committee's Working Group.
The Department of Science and Technology reports on the draft plan to implement Resolution No. 03/NQ-CP dated January 9, 2025 of the Government and the Action Program of the Provincial Party Committee to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation in the province (draft plan to implement Resolution 57 in the province).
After listening to the opinions discussed at the meeting, Chairman of the Provincial People's Committee Le Ngoc Chau requested to shorten the 3 decisions on establishment mentioned above into 1 decision. Members of the Provincial People's Committee continue to review and give opinions, no later than 10:00 a.m. on February 20, send their opinions to the Provincial People's Committee Office to receive, complete, and ensure issuance on the same day.
Regarding the draft plan to implement Resolution 57 in the province, Chairman of the Provincial People's Committee Le Ngoc Chau requested the Department of Science and Technology to absorb all comments and make revisions, especially the related tasks and duties in accordance with the functions, tasks and powers of the Provincial People's Committee, departments, branches, and units, to complete the plan.
Regarding the implementation timelines stated in the plan, especially the implementation plan in 2025, if they are not part of the "hard" tasks stated in Resolution 57, they can be reviewed and adjusted accordingly.
Departments, branches, sectors, units and localities shall base on the tasks stated in the research plan, specify the tasks, clearly assign responsibilities, propose specific solutions and roadmaps, suitable to the reality of each agency, unit and locality for immediate implementation. The plans of departments, branches, sectors, units and localities shall be sent to the Department of Science and Technology no later than February 26, 2025.
When developing implementation plans, departments, branches, and localities must include the digitization of records and results of administrative procedure settlement at a rate of 100%. Linking digitization with the performance of tasks of officials and civil servants; not requiring people and businesses to provide documents and results of administrative procedure settlement that have been digitized. Providing full-process online public services with sufficient conditions reaches 90%, the rate of using online public services by people and businesses reaches over 80%.
The Department of Natural Resources and Environment must develop a plan to digitize land data in the province as soon as possible, aiming to complete it by 2025.
Departments and branches urgently research and advise on perfecting institutions for the tasks of advising on the development and promulgation of mechanisms and policies.
The Chairman of the Provincial People's Committee requested the Department of Information and Communications to coordinate with the Provincial People's Committee Office to develop software to monitor the progress of implementing tasks in the plan, to be completed before March 10, 2025.
Urgently put the Intelligent Monitoring and Operation Center (IOC) and the Cyber Security Monitoring Center (SOC) into operation to serve the direction and operation of provincial leaders, to be completed before March 31, 2025.
Ensure integration, sharing, and data synchronization between the province's administrative procedure settlement information system and national databases, specialized databases, document management and operation systems; 100% of administrative procedure settlement records of agencies, units, and localities are fully synchronized on the National Public Service Portal, to be completed before April 30, 2025.
Urgently advise on the implementation of the program "Digital Education for the People" on the MOOC platform (developed by the Ministry of Public Security in coordination with the University of Technology) to bring opportunities to access knowledge and improve learning capacity for people across the province, ensuring universality and effectiveness.
Advise and develop the 2025 work program of the Provincial Steering Committee of the Provincial Party Committee on science, technology, innovation and digital transformation development and the Provincial People's Committee on implementing science, technology, innovation and digital transformation tasks.
The Provincial Radio and Television Station, Hai Duong Newspaper, and the Provincial Electronic Information Portal will build a column on breakthroughs in science and technology development, innovation and digital transformation, especially digital transformation in an intuitive and easy-to-understand way so that people can access it in many aspects to form the habit of using digital technology in daily life. In the immediate future, we can choose some areas that have a great impact on social life, bringing great benefits to the province such as electronic tax, cashless payment, etc.
Chairman of the Provincial People's Committee Le Ngoc Chau assigned the Provincial Police to preside over and study and coordinate with banks to deploy solutions for people to create social security accounts, ensuring that 100% of people in the province have 1 social security account/person linked to the VNeID application to serve social security payments to ensure transparency and avoid fraud.
The State Bank of Vietnam’s provincial branches promote cashless payments in all areas of social life. The provincial Tax Department is assigned to promote the collection of taxes from households and business individuals via the electronic tax payment application.
The Department of Finance advised the Provincial People's Committee to submit to the Provincial People's Council a zero-fee policy to attract people to use online public services, to be completed before June 30, 2025.
The Department of Transport is in charge of implementing a solution to search for and pay for cashless parking services at parking lots in the province. The pilot will be conducted at the parking lots at Con Son relic site and Hai Duong Children's Hospital, to be completed before March 30, 2025.
The Department of Health shall preside over and urgently complete the implementation of electronic medical records to replace paper medical records to shorten waiting time and procedures for patients, to be completed before April 30, 2025.
The Provincial People's Committee Office takes the lead in implementing administrative procedures, regardless of administrative boundaries. People only need to go to the nearest "one-stop" department at all levels to submit administrative procedure transaction documents, to be completed before June 30, 2025.
Upon establishment, the Steering Committee's Working Group shall immediately conduct a specific inspection and assessment of the current situation, from infrastructure, database, technology, applications to human resources, ensuring conditions for organizing the implementation of the plan, to be completed before March 10, 2025.
Periodically on the 25th of each month, departments, branches, sectors and localities report on the implementation results of the month. Based on the report, the Steering Committee's Support Team, the Department of Science and Technology, and the Provincial People's Committee Office will compare the plan and summarize the report to the Provincial People's Committee.
