On the morning of January 13, General Secretary To Lam attended the national conference on breakthroughs in science, technology, innovation and national digital transformation.

On the morning of January 13, the Central Party Secretariat held a national conference on breakthroughs in science, technology, innovation and national digital transformation.

General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and many other Party and State leaders attended.

The conference was held in person combined with online connections at Provincial Party Committees, City Party Committees, Central Party Committees; central departments, ministries, branches, and public service units; and connections at provincial, district, and commune levels.

According to the Organizing Committee, nearly one million cadres and party members attended the conference in person and online.

Attending at the Hai Duong bridge (Eastern Cultural Center) were comrades: Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Many goals to 2030, vision 2045

The conference aims to assess the implementation of resolutions of the Party Central Committee, Politburo, and Secretariat on science and technology development.

Thoroughly grasp and implement Resolution 57 dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, creating a breakthrough change in awareness and implementation, contributing to the country's development and prosperity.

Resolution 57 emphasizes that science, technology, innovation and digital transformation are decisive factors in the development of countries.

Along with that, it is the prerequisite and the best opportunity for our country to develop richly and powerfully in the new era - the era of national growth.

The resolution also clearly states the goals by 2030. That is, the potential, level of science, technology and innovation will reach advanced levels in many important fields, and be among the leading countries in upper-middle income countries.

The level, technological capacity and innovation of enterprises are above the world average; some fields of science and technology have reached international standards.

Vietnam is among the top 3 countries in Southeast Asia and the top 50 countries in the world in terms of digital competitiveness and e-Government development index.

Group of 3 leading countries in Southeast Asia in research and development of artificial intelligence, center of development of some digital technology industries and fields in which Vietnam has advantages. At least 5 digital technology enterprises on par with advanced countries.

The contribution of total factor productivity (TFP) to economic growth is over 55%; the proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP...

The vision to 2045 identifies that science, technology, innovation and digital transformation will develop steadily, contributing to making Vietnam a developed, high-income country.

Vietnam has a digital economy that accounts for at least 50% of GDP; is one of the digital technology industry centers of the region and the world; and is among the top 30 countries in the world in innovation and digital transformation.

The rate of digital technology enterprises is equivalent to that of developed countries; at least 10 digital technology enterprises are on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.

Making institutions a competitive advantage in science and technology development

The Resolution sets out 7 groups of tasks and solutions, emphasizing raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new momentum and new spirit in the whole society in developing science, technology, innovation and national digital transformation.

Urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in developing science, technology, innovation, and digital transformation.

The Central Steering Committee on science, technology development, innovation and digital transformation was established, with General Secretary To Lam as its head.

Establish a National Advisory Council on science, technology, innovation and digital transformation development with the participation of domestic and foreign experts.

General Secretary To Lam is the Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development.

At the conference, the Politburo's decision to establish a 19-member Central Steering Committee on science, technology, innovation and digital transformation development, headed by General Secretary To Lam, was announced.

Prime Minister Pham Minh Chinh, Permanent Secretary of the Secretariat Tran Cam Tu, Chief of the Central Office Nguyen Duy Ngoc (Deputy Head of the Standing Committee), Head of the Central Economic Committee Tran Luu Quang, Vice Chairman of the National Assembly Nguyen Duc Hai and Head of the Central Inspection Agency serve as Deputy Heads of the Steering Committee.

Members of the Steering Committee include: Head of the Central Organizing Committee Le Minh Hung, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Head of the Central Propaganda Department Nguyen Trong Nghia, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang,

Minister of National Defense Phan Van Giang, Minister of Public Security Luong Tam Quang, Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Nguyen Van Thang, Minister of Education and Training Nguyen Kim Son, Minister of Information and Communications Nguyen Manh Hung, Minister of Science and Technology Huynh Thanh Dat, Deputy Chief of the Central Office Pham Gia Tuc (standing member of the Steering Committee).

On December 22, 2024, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. The Resolution clearly identifies 7 tasks and solutions in implementation, from innovation in thinking to building a team of talented people and international cooperation. The Resolution also outlines a specific vision and goals, including the scale of the digital economy by 2030 reaching at least 30% of GDP and by 2045, this rate will be at least 50%; becoming one of the digital technology industrial centers of the region and the world; being among the top 30 countries in the world in innovation, digital transformation, etc.

By outlining the path to bring Vietnam into the era of national growth, towards a prosperous and sustainable future, the Resolution is considered a clear demonstration of the strategic vision and political determination of our Party in developing science, technology, innovation, creativity and national digital transformation.
