The Department of Science and Technology of Hai Duong has just requested units and localities to urgently review, supplement, and adjust information technology tasks, topics, and projects to be implemented in 2025 according to Resolution 57 in conjunction with the arrangement and streamlining of the apparatus.
To ensure that the digital transformation plan, the science and technology plan for 2025 implementing Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation are implemented synchronously and effectively, avoiding duplication, while closely following the Party and State's policy on streamlining the apparatus, the Department of Science and Technology of Hai Duong has requested agencies, units and localities to urgently review the suitability of the assigned targets and tasks, the current functions and tasks of agencies, units and localities and after having a policy on restructuring the apparatus.
Detect digital transformation targets and tasks that are at risk of duplication in terms of content, objects, implementation areas, or may cause waste of resources due to changes in functions, tasks and organizational structure.
Before 10:00 a.m. on March 19, units must send proposals to supplement, adjust or temporarily suspend the implementation of assigned targets and tasks (if any) for information technology tasks, comments on draft adjustments, and update plans to the Department of Science and Technology for synthesis and completion to submit to the Provincial People's Committee for consideration and approval.
No later than March 28, the units in charge of implementing the project will review the work contents according to the approved description and signed contract. On February 18, the Standing Committee of Hai Duong Provincial Party Committee issued Action Program No. 113-Ctr/TU to implement Resolution No. 57. It sets the goal that by 2030, Hai Duong will be among the top 20 localities nationwide in applying, transferring science, technology and innovation; attracting at least 1 prestigious organization or enterprise in digital technology to invest in research and production in the province.
On February 20, Hai Duong Provincial People's Committee issued Plan No. 726/KH-UBND to implement Resolution No. 03/NQ-CP dated January 9 of the Government and Action Program No. 113-CTr/TU dated February 18 of the Provincial Party Standing Committee to implement Resolution No. 57. Plan 726 sets out 81 specific tasks in 10 groups of tasks.
Previously, the Provincial People's Committee issued two decisions on approving the science and technology plan for 2025 and on applying information technology and digital transformation in the activities of state management agencies in the area in 2025, respectively on January 9, 2025 and November 29, 2024.
In 2025, the province plans to carry out 28 new scientific topics and tasks, including: 12 topics and tasks in social sciences; 7 topics and tasks in agriculture; 5 topics and tasks in medical and pharmaceutical sciences; 4 topics and tasks in science, engineering and technology.
Regarding the application of information technology and digital transformation in the area, by 2025, the whole province strives for 90% of work records at the provincial level, 80% of work records at the district level and 70% of work records at the commune level to be processed online (except for work records within the scope of state secrets)...
On December 22, 2024, the Politburo issued Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation. The Resolution sets the goal that by 2030, Vietnam will be in the top 3 countries in Southeast Asia, the top 50 countries in the world in digital competitiveness and e-Government development index; the top 3 countries in Southeast Asia in research and development of artificial intelligence, and the center for developing a number of digital technology industries and sectors in which Vietnam has advantages.
