The Ministry of Science and Technology proposes a policy to arrange official housing and transportation for leading scientists and chief engineers during their duties.
This is one of the important contents in the draft Law on Science, Technology and Innovation drafted by the ministry.
According to Article 34 of the draft, leading scientists, chief engineers, as well as scientists and engineers assigned to preside over particularly important tasks, will receive special preferential salaries and allowances. In addition, they will be supported with human resources, funding, and material and financial resources to ensure the implementation of scientific tasks; they will decide on the purchase of inventions, designs, technical documents, and technological know-how within the scope of the allocated budget, as well as hire domestic and foreign experts.
Scientists in this category are also supported with funding to participate in domestic and international scientific conferences and seminars, and are proactive in organizing and implementing assigned scientific tasks.
The draft also proposes to prioritize funding support totalented young scientists and engineersImprove their qualifications, assign them to take charge of scientific and technological tasks, and partially support their tuition and living expenses when conducting research and academic exchanges domestically and internationally.
In addition to preferential policies, the draft also adds many regulations on the selection of scientific personnel to work for the State. Specifically, individuals with outstanding research achievements or awards in science and technology will be appointed to scientific research positions regardless of their working time.
In addition, researchers working in the private sector or overseas Vietnamese and foreigners with outstanding achievements will also have their working time counted to be arranged into equivalent job positions and scientific titles without having to take an exam. Foreign experts in Vietnam's priority development fields will be considered for preferential treatment in terms of entry, exit, residence and work permits.
According to the drafting agency, the preferential mechanism for science and technology human resources is one of the key policies of the draft. The State aims to expand human resources in this field, including graduate students, post-doctoral researchers, as well as individuals working in scientific research and technology development in enterprises and independent scientific organizations.
With new policies on income and housing, the Ministry of Science and Technology hopes to attract overseas Vietnamese and highly qualified foreigners to work and live in Vietnam. Competitive income mechanisms and a professional working environment will help attract, employ and retain leading scientists, experts, engineers and general engineers at home and abroad.
These are considered decisive steps for the State to recruit talented people capable of organizing, operating and implementing key national tasks in science and technology, especially in the field of artificial intelligence and training high-quality human resources. This human resource system will also be the foundation for building, connecting and developing a network of domestic and international experts and scientists.
