The Standing Committee of Hai Duong Provincial Party Committee has just issued an Action Program to implement Resolution 57 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
According to the goals stated in the Action Program to implement Resolution 57, by 2030, Hai Duong will be among the top 20 localities in the country in applying, transferring science, technology and innovation.
Science, technology and innovation develop steadily, truly becoming the driving force for economic growth.
Maintain the province's average GRDP growth target for the 2025-2030 period at 12%/year or more. The contribution of total factor productivity (TFP) to economic growth is at 55% or more. The scale of the digital economy reaches 30% or more of GRDP.
The rate of online public service usage by citizens and businesses reached 100%; non-cash transactions reached 90%. The rate of businesses with innovative activities reached over 40% of the total number of businesses.
Science, technology and innovation contribute significantly to building and developing cultural, social and human values of Vietnam, contributing to the human development index (HDI) striving to reach 0.8.
The budget for research and development (R&D) strives to reach 2% of GRDP, of which the proportion of social funding accounts for over 60%. Strive to allocate at least 3% of the total annual budget for science, technology, innovation, digital transformation development and gradually increase according to the development requirements of the province.
Implement state management in the digital environment, connect and operate smoothly between agencies in the political system. Complete the construction, connection, and synchronous sharing of national databases and industry databases; effectively exploit and use digital resources and digital data, and form a data exchange.
Attract at least 1 prestigious organization or enterprise in digital technology to invest in research and production in the province.
By 2045, the province's science, technology, innovation and digital transformation will develop steadily, contributing to making Hai Duong a province with a diversified economy, developing at a fairly good level compared to other localities in the country; the innovation index will be improved, reaching the top 15 by 2035 and the top 10 provinces nationwide by 2045.
Hai Duong has a digital economy scale of 50% or more of GRDP. The rate of digital technology enterprises is outstanding compared to other provinces in the Red River Delta region...
To achieve the above targets, the Program clearly states 7 groups of tasks and solutions with 46 specific tasks.
