This is the recommendation of the Culture - Social Committee of Hai Duong Provincial People's Council when working with the provincial Department of Education and Training on the activities of Nguyen Trai High School for the Gifted and private educational institutions and private pedagogical practice schools on the morning of September 29.
Speaking at the meeting, the leader of the Provincial People's Council's Culture and Social Affairs Committee requested the Department of Education and Training to do a good job of advising the province in recruiting and using the payroll; have policies to attract talents, good teachers, excellent students to work at Nguyen Trai High School for the Gifted and training regimes for teachers teaching the national team. Along with paying attention to renovating and repairing facilities, the school needs to have a more specific and comprehensive assessment of Resolution No. 07/2018 of the Provincial People's Council regulating policies for teachers and students of Nguyen Trai High School for the Gifted to have a basis to advise the province on more appropriate policies and regimes.
For the private education system and private pedagogical practice facilities, the Department of Education and Training needs to continue to pay attention to directing schools and educational facilities to upgrade and expand facilities, especially at the preschool level. Nguyen Trai High School for the Gifted has recruited 12 teachers in the past 5 years, including 11 specialized teachers. Implementing Resolution No. 07/2018/NQ-HDND, since 2018, the school has had nearly 400 teachers supported in teaching excellent students to participate in national teams and exams with a total amount of nearly 10 billion VND. The amount of money spent on scholarships and living allowances for students is nearly 50 billion VND. The school is currently lacking teachers to teach some specialized subjects, and there are no gifted teachers in fine arts and music according to the new education program in 2018.
According to the report of the Department of Education and Training, the province currently has 63 private educational institutions, including 46 kindergartens, 2 primary schools, 15 high schools (including 1 inter-level school). Currently, the teaching staff and facilities in private schools are still lacking; the quality of mass and key education is still low.
At the meeting, the Department of Education and Training also recommended that the province have policies to attract and reward teachers.
