Since its official application, up to now, 6 classes have been taught according to the new General Education Program and textbooks have been replaced. In 2023, the new General Education Program will be applied to the remaining classes according to the set roadmap.

Looking back on 3 years of implementing the new General Education Program, Minister of Education and Training Nguyen Kim Son said that, up to this point, it can be said that the implementation of the 2018 General Education Program has gone nearly halfway, is taking place according to schedule and all localities have simultaneously joined in and made efforts to implement it.

In the process of fundamental and comprehensive innovation of education and training according to Resolution 29, the implementation of the 2018 General Education Program is one of the biggest, longest, most difficult, most challenging tasks and will create the most profound changes for education.

“Officially implemented since 2020 with many difficulties and shortages, especially having to struggle with the pandemic while carrying out fundamental and comprehensive innovation in education and training, it can be said that halfway through the implementation, many important results have been achieved, demonstrated in aspects such as on-schedule, on-plan, synchronous implementation nationwide and all localities have participated.

“There is currently no summary that can fully describe the creative, persistent, and silent work of each locality, school, and teacher to implement the Program. The achievements in the first phase belong primarily to the Departments of Education and Training, schools, and teachers,” Minister Nguyen Kim Son emphasized.

However, the head of the education sector also said that there are still many problems, many unsatisfactory things, many things that need to be done better, but it must be recognized that the implementation of the 2018 General Education Program has achieved very basic goals. First of all, it is necessary to unify the fundamental and comprehensive reform of education and training as the political determination of the Party, the National Assembly, the Government, and the country. In 2023, the Minister of Education and Training said that he will continue to organize the appraisal of textbooks for grades 4, 8, and 11 and will also direct the compilation and appraisal of textbooks for grades 5, 9, and 12.

“We must continue to focus on solving the difficulties and challenges that have occurred and may occur during the implementation process, such as implementing new subjects in the program; finding all solutions to overcome the shortage of teachers; lack of facilities; lack of conditions for implementation. These are big and difficult tasks, and are big challenges for the education sector,” said Minister Nguyen Kim Son.

The head of the education sector also said that to implement the 2018 General Education Program, there is a lot of work to do, including an important part of training and supporting the teaching force. The Ministry of Education and Training has a large program to deploy training for core teachers, through which core teachers will have training spread throughout the system. In addition, there are also meetings, exchanges, and conferences to deploy new points in the General Education Program.

For each set of textbooks and each grade, in the process of replacing new textbooks for the new program, publishers and groups of book authors are also responsible for training and guiding teachers in the process of using the books.

Minister Nguyen Kim Son said that it is necessary to continue to persuade local authorities, parents, etc. to continue to create sharing and consensus with the innovation process. For the teaching staff, it is necessary to acknowledge, encourage, motivate, promptly remove difficulties and provide maximum support, because they are the "soldiers" on the innovation front. The National Assembly has approved a salary increase for civil servants and public employees from July 1, 2023, including teachers and education managers; the proposal to adjust the allowance level for teachers has also been submitted by the Ministry of Education and Training to the Government for consideration and decision. Thus, there will certainly be changes in teachers' income in the coming time.

In the coming time, the Ministry of Education and Training will continue to review the management and operation documents for adjustment and will not hesitate to adjust them to suit the requirements of implementing the 2018 General Education Program in practice. One of the most important documents that the Ministry of Education and Training will take the lead in developing in the coming time is the Law on Teachers.

The reality of implementing the 2018 General Education Program shows that there are still many difficulties in terms of facilities and teaching staff. “There are many things we have done, are doing and will do to continue to support the teaching force. Especially in terms of new subjects and new teaching methods. However, this requires the synchronous coordination of many different solutions and needs an appropriate implementation time.

To solve the problem of the lack of teachers to teach new subjects, we have recommended to the Party Central Committee, the National Assembly, and the Government to arrange a number of teachers that can be recruited to basically meet this number. In addition, many localities have been proactive and flexible in mobilizing qualified and suitable human resources, enhancing pedagogical skills for this force to participate in teaching, especially for the subjects of Information Technology and Foreign Languages", said Minister Nguyen Kim Son.

For mountainous provinces, remote areas, and areas that have difficulty attracting recruits, the Minister of Education and Training said that there should be more specific policies to attract teachers to meet teaching requirements. Pedagogical training schools need to expand the scale of training teachers to teach these subjects. Decree 116 may need to be adjusted to suit the practical situation and localities need to implement Decree 116 more actively in placing orders for teacher training.
