Accordingly, each year, the Ministry of Education and Training will vote for and reward 200 "Outstanding Teachers." The voting subjects are teachers, lecturers, and educational managers at preschools, general education, continuing education, universities, pedagogical colleges, specialized schools, and other educational institutions under the state management of the Ministry, including both public and non-public institutions.

Each Department of Education and Training is allowed to nominate no more than 5 teachers representing preschool, primary, secondary, high school, and continuing education levels, of which no more than one individual is an educational institution manager. Each higher education institution (including higher education institutions that are member units of national universities and regional universities), pedagogical colleges, and units under the Ministry nominate one teacher (if any). The nomination list must be made public on the electronic information portal of the nominating unit 7 days before being sent to the Ministry.

The Vietnam Education Trade Union, media agencies, and units under the ministry introduce typical examples discovered in the performance of their duties. The Ministry of Education and Training will publicize the list of introduced teachers on the ministry's electronic information portal and the Education and Times Newspaper within 7 working days before the voting.

The Ministry's selection council will decide which teachers will be rewarded, ensuring a balanced ratio for each level of education. Each level has about 30 teachers, of which educational institution managers do not exceed 10%, equivalent to no more than 3 teachers/level of education, and priority will be given to considering a maximum of 20 individuals from among the teachers recommended by the Vietnam Education Trade Union, media agencies, and units under the Ministry.

“Outstanding Teacher of the Year” receives a certificate of merit and gifts from the Minister, and is invited to attend “Teacher Appreciation” activities every November.
