Late last month, the Ministry of Education and Training issued Circular No. 29 on extra teaching and learning. The new point is that schools are only allowed to teach extra classes for three groups and must do so free of charge, including: groups with unsatisfactory results in any subject in the previous semester; selected to nurture excellent students; final year students who voluntarily register for 10th grade review and graduation exams. In addition, teachers are not allowed to collect extra tuition fees from students in their classes.

According to the Government Office, this regulation has received much consensus but still raises many concerns.

Some opinions say that the root of extra teaching and learning is due to the heavy curriculum, while the mentality of valuing degrees among many people is still quite common.

Currently, the curriculum, textbooks, high school graduation exams, and university admissions are all new, and the competition to enter prestigious universities is increasingly fierce. Studying is only for exams, so extra teaching and learning will continue to be distorted.

Many people believe that in the long run, when the program is not too focused on exams, and teaching is based on the spirit of developing the learners’ abilities and qualities, extra teaching and learning will return to their original nature. Students will only go to extra classes if they feel they lack knowledge or want to improve.

In response to the above comments, Deputy Prime Minister Le Thanh Long directed the Ministry of Education and Training to review and grasp the feedback information to promptly have solutions.

Mr. Nguyen Xuan Thanh, Director of Secondary Education Department, Ministry of Education and Training, said on January 9 that extra teaching and learning is a need of both students and teachers. Learning to be better and develop oneself is a legitimate desire.

However, in reality, there are students who, even though they do not want to, still have to take extra classes organized by their teachers and schools. Some students go to extra classes just to avoid being out of place with their friends, to feel guilty towards their teachers, or even to avoid feeling unfamiliar with the test. This also leads to the situation where students are packed with classes from morning to night.

Therefore, the Ministry of Education and Training issued new regulations on extra teaching and learning to avoid the above situation.
