The Ministry of Education and Training has just decided to establish an inspection team to implement Circular No. 29 regulating extra teaching and learning.
Accordingly, the inspection team is responsible for checking the implementation of Circular 29 of the Ministry of Education and Training regulating extra teaching and learning according to the direction of the Prime Minister.
The test period is from February 20 to March 20.
The Ministry of Education and Training also said that after issuing Circular 29, the ministry advised the Prime Minister to issue a telegram to strengthen the direction of secondary and high school enrollment and the management of extra teaching and learning activities. Accordingly, the telegram requested the Ministry of Education and Training and the People's Committees of provinces and cities to implement many solutions to continue improving the quality and effectiveness of state management of extra teaching and learning activities.
The Ministry of Education and Training has also issued an official dispatch on strengthening direction for general education, in which it requested the People's Committees of provinces and cities to direct the Department of Education and Training to properly implement regulations on management of extra teaching and learning.
Regarding the responsibility for implementing Circular 29, the Ministry of Education and Training said that the ministry will continue to grasp the situation from localities to have further urging and directing documents, thereby helping the Departments of Education and Training have a basis for advising and directing implementation at the local level.
The Ministry of Education and Training said that the responsibility of the Departments of Education and Training is to promptly grasp the situation from schools and teachers to guide or coordinate with departments, branches, districts and counties to have instructions suitable to local characteristics.
In addition, parents and society need to accompany schools to carry out education, ensuring a harmonious combination of all three elements in education; participate in monitoring the implementation of Circular 29.
The Ministry of Education and Training also proposed a number of other solutions to effectively manage extra teaching and learning.
Firstly, the administrative solution is to issue specific regulations to manage extra teaching and learning.
Second, professional solutions, improving teachers' capacity and teaching methods, teachers' responsibilities; promoting students' self-study ability; innovating assessment and evaluation work; enhancing connectivity between general education and university education.
Third, the solution is to improve facilities and schools. There must be enough schools to ensure equal access to education for students; increase the number of schools and classes that teach two sessions a day.
Fourth, solutions to strengthen inspection and supervision. Specifically, strengthen the inspection and examination of state management agencies at both central and local levels on compliance with regulations on management of extra teaching and learning; strengthen the supervision of parents and the whole society on this activity.
Fifth, communication solutions. Accordingly, increase information and propaganda to raise teachers' self-esteem to say "no" to extra teaching that is not in accordance with regulations; mobilize parents to agree and support solutions to manage extra teaching and learning activities to ensure the rights and comprehensive development of students.
The Ministry of Education and Training said that in order to ensure the lives of teachers, the ministry has recently given many consultations and is continuing to give consultations on policies for teachers, including the draft Law on Teachers, which, if passed by the National Assembly in the near future, will bring positive remuneration policies for teachers.
