Temporarily detain "hacker" who embezzled nearly 10 billion VND from a bank in Ho Chi Minh City

According to the Investigation Agency, on November 23, 2022, Duong Minh Tam (born in 1996, residing on Giai Phong Street, Ward 4, Tan Binh District) opened a payment account, account number 09612... at a major bank in Ho Chi Minh City. On May 23, Tam registered an account through this bank's application on his mobile phone for payment account number 09612... and installed it on his phone, authenticating through the eKYC method (a form of customer identification and authentication through the application of technology to authenticate the customer's identity). Then Tam opened an online savings account on the application with a value of VND 1,000,000 (one million VND).

According to the bank's regulations, Tam can mortgage his savings book to borrow online on the application, the maximum amount is 85% of the value of the mortgaged savings book but does not exceed 2 billion VND/loan. For example, with a savings book mortgage of 1,000,000 VND, Tam can only borrow a maximum of 850,000 VND.

However, to have money for personal spending, Tam illegally intervened in the financial information system of this bank, editing the code of the collateral asset, a savings book worth 1,000,000 VND, to over 51 billion VND.

From May 23 to June 9, Tam withdrew money from the above banking system 7 times, transferring it to Tam's account 09612... with a total amount of over 10 billion 500 million VND. After that, Tam transferred back more than 500 million VND, and appropriated the remaining 10 billion VND. Tam withdrew and spent 6.5 billion VND, but before he could withdraw about 3.5 billion VND, the bank discovered it, froze the account, and reported it to the police.

On June 21, the police received a criminal report from the bank. On the same day, the City Police Investigation Agency urgently arrested Duong Minh Tam and conducted an urgent search of his house.
