LVP (aka Phu Le) and other individuals admitted to staging gambling clips in the form of playing 'xoc bau, tom, cua, ca', then posting the clips on social networks to 'get likes' and 'get views'.
On the afternoon of February 21, Hanoi City Police announced that they had decided to punish two cases for posting gambling clips on Facebook.
Previously, social networks circulated two clips recording a person nicknamed Phu Le (with a large number of followers on social networks) and a group of people gambling in the form of "xoc bau, tom, cua, ca".
At that time, the "gambling den" had many items for playing and some items that looked like money, causing negative public opinion and negatively affecting security and order.
The Department of Cyber Security and High-Tech Crime Prevention (PA05, Hanoi City Police) has coordinated with professional units to clarify the behavior of using cyberspace to post gambling clips by Phu Le and other individuals.
At the police station, LVP (aka Phu Le, born in 1980, residing in Hoang Mai, Hanoi) and other individuals admitted to staging a gambling clip in the form of playing "xoc bau, tom, cua, ca". They then posted the clip on social media to "get likes" and "get views".
Authorities assessed that the above actions caused public confusion and incited social evils; gambling is a violation of the law.
Pursuant to Point d, Clause 1, Article 101 of Decree No. 15/2020/ND-CP dated February 3, 2020 of the Government (amended and supplemented in Decree No. 14/2022/ND-CP dated January 27, 2022), PA05 issued a decision to impose administrative sanctions on LVP and NTC (born in 1999, residing in Hoang Mai).
Accordingly, the two individuals were punished for providing and sharing fabricated information, causing public panic, inciting violence, crime, social evils, gambling or serving gambling; the fine is from 10 to 20 million VND.
