From December 18 to 20, in Hanoi, the Central Inspection Commission held its 34th meeting under the chairmanship of comrade Tran Cam Tu, Politburo member, Party Central Committee Secretary, and Chairman of the Central Inspection Commission.
At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
I-Reviewing the inspection results when there were signs of violations against the Party Executive Committee of the Ministry of Industry and Trade, the Central Inspection Commission found:
The Party Executive Committee of the Ministry of Industry and Trade violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership and direction, allowing the Ministry of Industry and Trade and many organizations and individuals to seriously violate Party regulations and State laws in advising and promulgating mechanisms for developing solar and wind power; in implementing the adjusted Power Plan VII; in advising and promulgating business mechanisms, operating supply sources, and granting business licenses for gasoline and oil; in managing and using the Price Stabilization Fund; in establishing, appraising, approving, organizing bidding, and implementing projects/bidding packages carried out by the International Progress Joint Stock Company (AIC); many cadres and Party members were disciplined and criminally prosecuted.
Responsibility for the above violations and shortcomings belongs to the Party Committee of the Ministry of Industry and Trade for the terms 2016-2021, 2021-2026; the Standing Committee of the Party Committee of the Ministry, the Party Committees of relevant departments and offices and comrades: Tran Tuan Anh, Politburo member, Head of the Central Economic Commission, former Secretary of the Party Committee, Minister of Industry and Trade; Do Thang Hai, Party Committee member, Deputy Minister; Hoang Quoc Vuong, Party Committee Secretary, Chairman of the Board of Members of the Vietnam National Oil and Gas Group, former Member of the Party Committee, Deputy Minister of Industry and Trade; Nguyen Anh Tuan, Party Committee member, Deputy Secretary of the Party Committee of the Ministry, Director of the Department of Organization and Personnel; Tran Huu Linh, Party Committee Secretary, General Director of the General Department of Market Management; Hoang Tien Dung, Party Committee Secretary, Director of the Department of Electricity and Renewable Energy; Tran Duy Dong, Party Committee Secretary, Director of the Import-Export Department; Phuong Hoang Kim, Party Cell Secretary, Director of the Department of Energy Saving and Sustainable Development; Dang Huy Cuong, Member of the Standing Committee of the Party Committee, Member of the Board of Members of Vietnam Electricity Group, former Party Cell Secretary, General Director of the General Department of Energy; Ly Quoc Hung, Party Cell Secretary, Director of the Department of Science and Technology; Vo Van Quyen, former Party Cell Secretary, Director of the Department of Domestic Market, Ministry of Industry and Trade.
Regarding the above violations and shortcomings, there is also responsibility of the Standing Committee of the Party Committee of Vietnam Electricity Group for the terms 2015-2020, 2020-2025 and the comrades: Trinh Dinh Dung, former member of the Party Central Committee, member of the Party Executive Committee, Deputy Prime Minister; Mai Tien Dung, former member of the Party Central Committee, Minister, Head of the Government Office; Duong Quang Thanh, former member of the Executive Committee of the Party Committee of the Central Enterprises Bloc, Party Secretary, Chairman of the Board of Members of Vietnam Electricity Group; Tran Dinh Nhan, former Deputy Secretary of the Party Committee, General Director of Vietnam Electricity Group; Nguyen Danh Son, member of the Executive Committee of the Party Committee of Vietnam Electricity Group, Director of the Electricity Trading Company.
The above violations have caused serious and difficult-to-remedy consequences; risked huge losses of State money and assets, wasted social resources; caused public outrage, negatively affected the reputation of Party organizations and State management agencies, to the point that disciplinary action must be considered.
The Central Inspection Commission requested the Party Executive Committee of the Ministry of Industry and Trade and Party committees and organizations in a number of relevant ministries, branches, localities and units to coordinate, direct the review, consider responsibilities, and discipline Party organizations and Party members who have violated the law, and report the results to the Central Inspection Commission.
The Central Inspection Commission will continue to direct, inspect, review, and handle party organizations and party members in localities and related units in the implementation of renewable energy projects.
II-Considering the proposal of the Standing Committee of the Party Committee of the Central Agencies on disciplining party members who violated the law, the Central Inspection Commission found that: Mr. Luu Binh Nhuong, former Deputy Head of the People's Aspirations Committee of the National Assembly Standing Committee, had degraded his political ideology, morality, lifestyle, "self-evolution", "self-transformation"; violated Party regulations and State laws; violated regulations on what party members are not allowed to do and the responsibility to set an example in performing assigned duties and tasks; took advantage of his position and power for personal gain; violated the Law on Protection of State Secrets, negatively affecting the reputation of party organizations and state agencies.
Based on Party regulations, the Central Inspection Committee decided to expel Mr. Luu Binh Nhuong from the Party.
III-Reviewing the results of supervision of party organizations and party members, the Central Inspection Commission found that besides the basic advantages,
The Standing Committee of the Provincial Party Committee and the Standing Committee members of the Dong Thap Provincial Party Committee still have a number of violations, shortcomings, and limitations in leadership, direction, development, and implementation of working regulations; personnel work; management and use of land, resources, and minerals; implementation of investment projects from the state budget; and declaration of assets and income.
The Standing Committee of the Party Committee and the Party Central Committee member, Party Committee Secretary, and General Director of the Voice of Vietnam Radio Station still have a number of violations, shortcomings, and limitations in leadership, direction, development, and implementation of Working Regulations; organization and personnel work; management and use of finance and assets; implementation and management of investment projects; and declaration of assets and income.
The Central Inspection Commission requires the supervised party organizations and party members to continue to promote their strengths, promptly lead and direct serious reviews, draw profound lessons, and overcome violations and shortcomings that have been pointed out; requires the Standing Committee of the Dong Thap Provincial Party Committee to direct inspections when there are signs of violations by relevant party organizations regarding their leadership and direction responsibilities in advising and performing the functions of managing and using land, resources, and minerals, and report the results to the Central Inspection Commission.
IV-Considering the results of the inspection of the implementation of inspection, supervision and party discipline tasks for the Standing Committee of the Provincial Party Committee and the Provincial Party Committee's Inspection Commission, and the inspection of asset and income declarations for the Standing Committee members of the Lam Dong Provincial Party Committee, the Central Inspection Commission found that: In addition to the basic advantages, the inspected party organizations and party members also had a number of violations and shortcomings in leadership, direction, and organization of the implementation of inspection, supervision and party discipline tasks, in the management and use of Party finances and assets, and in the declaration of assets and incomes.
The Central Inspection Commission requires party organizations and party members to be seriously inspected and reviewed, learn from experience, promptly overcome violations and shortcomings that have been pointed out; promote advantages, strengthen leadership and direction of party committees, party organizations, and inspection commissions at all levels to conduct inspections and supervision, focusing on: inspecting signs of degradation in political ideology, ethics, lifestyle, implementing regulations on what party members are not allowed to do, responsibility to set an example; personnel work; management and use of land, resources, and minerals; implementation of investment projects and outstanding, pressing issues of public concern, reporting results to the Central Inspection Commission.
V-Also at this session, the Central Inspection Commission discussed and submitted to the Secretariat for consideration and promulgation of Regulations on declassifying information on the Party's inspection, supervision and disciplinary work, and decided on a number of other important contents.
