The investigation agency requested that provinces and cities review petitions, transfer forms, or documents sent by Mr. Luu Binh Nhuong from July 2016 to present.

Cuong and his accomplices were accused of illegally establishing rights to use tidal flats in Thai Binh and then saying that sand mining activities affected aquaculture. They pressured sand mining businesses to pay according to the volume of mining, or to resell sand at a low price. With this trick, from 2020 to 2022, Cuong's group appropriated billions of dong.

Mr. Luu Binh Nhuong is from Thai Binh; PhD in Economic Law. Before running for the 14th National Assembly in Ben Tre, he was the Director and Deputy Chief of the Office of the Central Steering Committee for Judicial Reform.
