From November 14-16, in Hanoi, the Central Inspection Commission held its 33rd meeting.
Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Inspection Commission Tran Cam Tu chaired the meeting.
At this session, the Central Inspection Commission reviewed and concluded a number of contents.
Review the inspection results when there are signs of violations. The Party Executive Committee of the People's Committee of Quang Nam province and the Central Inspection Commission found that:
The Party Executive Committee of the People's Committee of Quang Nam province violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership and direction, allowing the People's Committee of the province and many organizations and individuals to violate Party regulations and State laws in the work of preventing and fighting the COVID-19 pandemic and receiving citizens returning home to prevent and fight the pandemic; managed and used land for a number of investment projects and implemented projects/bid packages carried out by the International Progress Joint Stock Company (AIC); many officials and Party members were criminally prosecuted.
The above violations have caused serious consequences, damage and risk of major damage to State money and property, bad public opinion in society, affecting the reputation of the Party organization and local government, to the point of requiring consideration and disciplinary action.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Commission decides to take disciplinary action:
Expelled from the Party: Mr. Le Ngoc Tuong, Nguyen Van Van.

The Central Inspection Commission proposed that the Politburo and the Secretariat consider and discipline the Standing Committee of the Quang Nam Provincial Party Committee for the 2015-2020 and 2020-2025 terms and Mr. Phan Viet Cuong, Mr. Tran Van Tan, and Mr. Tran Dinh Tung.
The Central Inspection Commission requested the Standing Committee of the Quang Nam Provincial Party Committee to direct the review, consideration, and disciplinary action against relevant party organizations and party members, and report the results to the Central Inspection Commission.
At the meeting, reviewing the inspection results when there were signs of violations against the Party Cell and Party Cell Secretary, Director of the Civil Judgment Enforcement Department of Can Tho city, the Central Inspection Committee found:
The Party Committee of the Civil Judgment Enforcement Department of Can Tho City violated the principle of democratic centralism and working regulations; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing the Civil Judgment Enforcement Department of Can Tho City and many organizations and individuals to violate Party regulations and State laws for many years in civil judgment enforcement, in coordinating the preparation of dossiers to request exemption or reduction of prison sentences and amnesty for people with civil judgment enforcement obligations; in collecting and spending money for judgment enforcement, purchasing and repairing assets; in personnel work; many cadres and enforcement officers were criminally prosecuted.
The above violations have caused serious consequences, bad public opinion in society, affected the reputation of the Party organization and the civil enforcement sector, to the point of requiring consideration and disciplinary action.
Responsibility for the above violations and shortcomings belongs to the Party Committee of the Civil Judgment Enforcement Department of Can Tho City for the terms 2015 - 2020, 2020 - 2025 and Mr. Nguyen Viet Xuan, Party Cell Secretary, Director; Pham Quoc Viet, former Party Cell Secretary, Director; Nguyen Huu Hung, Deputy Party Cell Secretary, Deputy Director; former Deputy Directors: Nguyen Duy Quoc; Nguyen Duc Bien; Nguyen Nguyen Hong, former Deputy Party Cell Secretary, Head of Organization - Personnel Department, Civil Judgment Enforcement Department of Can Tho City.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Commission decides to take disciplinary action:
Remove Mr. Nguyen Viet Xuan from all positions in the Party.
Warning to the Party Committee of the Civil Judgment Enforcement Department of Can Tho City for the terms 2015 - 2020, 2020 - 2025 and Mr. Pham Quoc Viet.
Reprimanded: Nguyen Huu Hung, Nguyen Duy Quoc, Nguyen Duc Bien, Nguyen Nguyen Hong.
Regarding the above violations, there are also responsibilities of a number of party organizations and party members. The Central Inspection Committee requests the Standing Committee of the Can Tho City Party Committee to promptly lead and direct the correction of violations and shortcomings that have been pointed out; direct the review, consideration, and disciplinary action of related party organizations and party members.
The Central Inspection Commission requested the Party Committee of the Ministry of Justice to strengthen leadership and direction of inspection and examination work for civil judgment enforcement agencies in performing assigned functions and tasks; coordinate with the Standing Committee of the Ministry's Party Committee to direct the review and experience sharing of relevant party organizations and party members, and report the results to the Central Inspection Commission.
Also at the meeting, reviewing the results of supervision of party organizations and party members, the Central Inspection Commission found that in addition to the basic advantages, the Party Executive Committee and members of the Party Executive Committee of the Ministry of Agriculture and Rural Development There are also some violations, shortcomings, and limitations in leadership, direction, development, and organization of implementation of working regulations; implementation of programs and plans for law development; state management of forestry and fisheries; and declaration of assets and income.
The Party Executive Committee and its members still have some violations, shortcomings, and limitations in leadership, direction, development, and organization of implementation of working regulations; consulting and developing policy mechanisms; implementing the national target program for socio-economic development in ethnic minority and mountainous areas; and declaring assets and income.
The Standing Committee of the Provincial Party Committee and the Standing Committee members of the Long An Provincial Party Committee still have a number of violations, shortcomings, and limitations in leadership, direction, construction, and organization of implementation of working regulations; personnel work; land management and use; and declaration of assets and income.
The Central Inspection Commission requires the supervised party organizations and party members to continue to promote their strengths, promptly lead and direct serious reviews, draw profound lessons, and overcome violations and shortcomings that have been pointed out; requires the Standing Committee of the Long An Provincial Party Committee to inspect when there are signs of violations against the Party Committees: Department of Natural Resources and Environment, Department of Construction, Department of Planning and Investment regarding their responsibilities in advising and performing state management functions in the field of land and investment projects using land, and report the results to the Central Inspection Commission.
Also at this session, the Central Inspection Commission reviewed and resolved 2 party disciplinary complaints; gave opinions on the Regulation on the mechanism for controlling assets and income of officials under the management of the Politburo and Secretariat; and reviewed and decided on a number of other important contents.
