Effective application of electronic party member handbook

Speaking at the seminar, Mr. Chu Dinh Dong, Standing Committee Member, Head of the Organizing Committee of the Party Committee of the Central Enterprise Bloc, said: “The characteristics of cadres at enterprises are that the Party Committee of the Enterprise Bloc often holds documents from the Party and the government, so there needs to be references and comparisons to create convenience in directing and operating. In addition, information about Party work must not only be propagandized but also oriented and official. Therefore, using the application creates the most convenience in the context of digital transformation of enterprises.”

Mr. Nguyen Hong Hien, Party Secretary, Chairman of the Board of Members of MobiFone Telecommunications Corporation said: "The seminar was held on the occasion when ministries, branches, localities, agencies and enterprises nationwide are organizing many activities in response to the National Digital Transformation Day on October 10, with the theme of 2023 being "Exploiting digital data to create value", so this is one of the very meaningful activities of the Party Committee of the Central Enterprises Bloc (DNTW)".

Implementing Resolution No. 02-NQ/ĐUK, dated June 7, 2021 of the Party Executive Committee of the Bloc on "Implementing digital transformation at enterprises and units in the State-owned enterprises Bloc by 2025, with a vision to 2030", with high political determination, the MobiFone Party Committee aims to actively participate in the process of successfully implementing specific goals on digital transformation by 2025 and goals by 2030 set by the Party Committee of the Bloc in Resolution No. 02-NQ/ĐUK; at the same time, actively participate in the national digital transformation process.

With that meaning, right from the beginning of the term of the Party Congress of the Corporation for the period 2020 - 2025, the MobiFone Party Committee has developed and issued specialized resolutions on the Digital Transformation Strategy, Resolution on the Strategy for developing telecommunications infrastructure, information technology serving digital transformation. The goals of digital transformation are specified by the MobiFone Party Committee in the resolution on deploying annual work tasks, along with the concretization into Resolutions of the Board of Members, action plans of the Board of Directors.

Digital transformation in Party building work has been identified by the MobiFone Party Committee as one of the key and consistent tasks stated in the Resolution on Party building work in the 2020 - 2025 term of the Party Executive Committee of the Corporation. The Standing Committee of the Corporation's Party Committee directly assigned the Standing Deputy Secretary of the Corporation's Party Committee as the "commander", along with the effective support of the Information Technology Department (now the Technology Department, Digital Transformation Department), the Information Technology Center (IT) and the advisory and support agencies for the Corporation's Party Committee. With great determination, after 9 months of implementation, the MobiFone Party Committee officially held the launching ceremony of the MobiFone Party Member Handbook application product (App) on the occasion of the 93rd anniversary of the founding of the Communist Party of Vietnam (February 3, 2023).

The launch of the MobiFone Electronic Party Member Handbook product was highly appreciated by the Party Committee of the Central Enterprises Bloc (CBOB), considering it a "bright spot" in the process of implementing the Resolution on digital transformation of the Bloc Party Committee and demonstrating the determination to innovate the leadership method of the MobiFone Party Committee.

“Therefore, the MobiFone Party Committee has determined to continue to lead in further perfecting the features of the Party Member Handbook app into a product with suitable features, rich and systematic content, addressing the issues that need to be implemented by each MobiFone Party member and grassroots Party organizations. At the same time, aiming to serve the units in the Party Committee of the Central Enterprises Bloc, and further, MobiFone hopes that the MobiFone electronic Party Member Handbook platform will be used to provide effective digital transformation solutions for Party building work nationwide; becoming one of the national digital transformation platforms in Party building work from the Central to local levels,” said Mr. Nguyen Hong Hien.

With the efforts and high political determination of the Party Committee of the Corporation and the Party Committees of affiliated Party organizations, up to now, the MobiFone Electronic Party Member Handbook application has truly become a practical handbook for each MobiFone cadre and Party member, not only in studying the Resolution and Party cell activities, but this application has gradually become a management tool, helping to improve the effectiveness of the supervision work of Party Committees at all levels for grassroots Party cells and Party members; is an effective tool for the advisory and support agencies of the Party Committee of the Corporation in monitoring the implementation of the Resolutions and conclusions of the Party Committee of the Corporation and synthesizing reporting data from affiliated Party organizations.

The MobiFone electronic Party Member Handbook application has received attention and trial use from friendly units in the Party Committee of the Central Enterprises Bloc and received special attention from the functional departments of the Party Committee of the Central Enterprises Bloc. “Through this discussion, the MobiFone Party Committee hopes to listen to the opinions and suggestions of experts on Party building work from the Central Organization Committee, the Party Committee Organization Committee of the Bloc and friendly units in the Party Committee of the Central Enterprises Bloc so that we can continue to improve and further enhance the utilities of the MobiFone Party Member Handbook software, becoming an effective digital transformation tool in Party building work not only of the MobiFone Party Committee but of all Party Committees in the Party Committee of the Central Enterprises Bloc and local Party Committees nationwide”, said Mr. Nguyen Hong Hien.

At the seminar, delegates also raised issues in the implementation process such as: Data connection with existing software, party member data entry, online activities, resolving transfer of party activities, electronic party membership cards, whether electronic minutes can replace paper minutes, etc.

“The policy to implement the electronic handbook is already in place, the issue now is how to apply the electronic handbook. After the discussion, based on the opinions of the units, the Organizing Committee will have a report on the experiences of the units and complete the features as well as the policy mechanism for using the electronic handbook application to implement according to the plan,” said Mr. Chu Dinh Dong.
