“Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State to be increasingly clean and strong” is the title of the book by General Secretary Nguyen Phu Trong that has just been released, attracting the attention and reception of cadres, party members and people of all walks of life in Hanoi.

Discussing the content of the book, many readers affirmed that with about 600 pages divided into 3 parts, the book truly and deeply reflects the steadfast, consistent and thorough ideology of General Secretary Nguyen Phu Trong on Party building and rectification, training the ethics and lifestyle of cadres and party members, and the work of fighting against corruption and negativity.

"Bedside books" for cadres and party members"

Commenting on the book, Ms. Nguyen Thi Kim Loan, former prosecutor of the People's Procuracy of Hai Ba Trung District (Hanoi) said that she had read it very carefully and found that the book is a collection of many articles and speeches that systematize the ideology and direction of General Secretary Nguyen Phu Trong on fighting "internal invaders"; demonstrating the consistent and consistent viewpoint of our Party on this task as well as the work of building and rectifying the Party, training the ethics and lifestyle of cadres and party members so that cadres, party members and people can clearly understand, thoroughly grasp and effectively implement it.

Appreciating the article "Fighting against corruption and negativity: A necessary and inevitable task; an irreversible trend!" by General Secretary Nguyen Phu Trong in this book, Ms. Nguyen Thi Kim Loan cited: Right at the beginning of the article, the author raised the question: "Why must we resolutely and persistently fight against corruption and negativity?"

The author of the article stated: “This question is raised in the context of some opinions that focusing too much on anti-corruption will "discourage" and "retard" those who dare to think and act, and "slow down" the country's development. While reality shows the exact opposite. The fight against corruption and negativity has made a very important contribution to promoting socio-economic development, maintaining political stability, and especially gradually regaining and strengthening people's trust.”

Agreeing with the General Secretary's viewpoint, Ms. Nguyen Thi Kim Loan related to the recent issuance of Notice No. 20-TB/TW by the Secretariat on the policy of job arrangement for cadres under the management of the Politburo and Secretariat after being disciplined.

Ms. Nguyen Thi Kim Loan confided that fighting corruption and negativity "with no forbidden zones, no exceptions, no matter who it is" has always been the principle of the highest leaders of our Party and State.

For the past 10 years, since General Secretary Nguyen Phu Trong has been Head of the Central Steering Committee on preventing and combating corruption and negativity, our Party's work has been strengthened with many important results. Many major cases have been brought to light by the law, and many degenerate and corrupt individuals have been disciplined and criminally prosecuted.

The most obvious manifestation was during the 13th Party Congress. Dozens of officials under the Central Committee's management, including 8 members and former members of the Party Central Committee and 20 generals in the armed forces, were disciplined. The prosecution agency initiated and investigated nearly 4,200 cases with 7,572 defendants for corruption, position-related and economic crimes.

The Party is also continuing to innovate its leadership and governance methods for the political system in the new period. In particular, the motto of “in, out, up, down” for senior management officials stipulated in Notice No. 20-TB/TW is receiving great trust from officials, Party members and people of all walks of life.

Not only does this Notice strengthen discipline and ensure strictness, it also demonstrates the Party's expectations and demands for each cadre. That is, to be more proactive, dynamic, and try harder when being planned and appointed; to create greater efforts for each cadre as well as pave the way for cadres who make mistakes to have the opportunity to correct themselves and continue to contribute to the common cause, Ms. Nguyen Thi Kim Loan emphasized.

“The General Secretary's book is truly a bedside book for every cadre and party member of us,” Ms. Nguyen Thi Kim Loan shared.

Attraction, spread of books and authors

Discussing the appeal and spread of the book “Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong,” Master Pham Ngoc Huyen, lecturer at the Banking Faculty - Banking Academy, said that there are two factors that help General Secretary Nguyen Phu Trong's book spread well.

Readers learn about the General Secretary's books

The first is the factor of fighting against "internal invaders" - a topic that cadres, party members and people of all walks of life are very interested in. The second factor is the attraction of the book's author - General Secretary Nguyen Phu Trong, who is always concerned with the issue of fighting corruption and negativity; building a clean and strong Party.

As a reader, Master Pham Ngoc Huyen shared that in the book, the General Secretary pointed out the limitations and shortcomings to draw experiences and summarize profound lessons in the fight against corruption and negativity. “The articles in the book have pointed out a series of negative behaviors among cadres and party members, in which I really like the article “The disease of fear of responsibility” by the General Secretary,” said Master Pham Ngoc Huyen.

In the article, the author clearly pointed out: “The fear of responsibility of some cadres and party members is an obstacle to the work of the Party and State, causing work to stagnate and stagnate, preventing new factors from being developed, shortcomings and weaknesses from being overcome in time, and slowing down the improvement of cadres' qualifications and working capacity;” “The main source of the fear of responsibility is individualism,” Master Pham Ngoc Huyen cited the content of the article.

Appreciating the article of the General Secretary, Master Pham Ngoc Huyen affirmed that the article published in 1973 is still relevant today. Currently, the responsibility of cadres, civil servants, and party members is that each person must carry out the assigned tasks to the end, not shirk or hand them over to someone else; must attach themselves to performing public duties until results are achieved.

In the performance of duties, one must not avoid responsibility, must not be afraid of responsibility and blame others or other levels. If one avoids or shirks responsibility, it will certainly have a huge impact, slowing down the work. High-ranking officials who are "afraid" of responsibility and "avoid" responsibility will cause the apparatus to stagnate, the progress of work implementation is not guaranteed, many pressing social issues are not resolved in a timely manner, the lives and work of many other people are affected, many growth opportunities are not taken advantage of...

According to Master Pham Ngoc Huyen, our Party has identified and pointed out that the fear of responsibility is one of the manifestations of political and ideological degradation. Recently, our Party has promoted the spirit of "6 dares": dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, and be resolute in action for the common good; at the same time, there is a policy to encourage and protect dynamic and creative cadres for the common good in order to gradually and thoroughly overcome the fear of responsibility.

“But to effectively implement the spirit of “6 dares” that the Party Resolution has put forth and to be determined to overcome this disease, it is necessary to first amend legal regulations to make them clearer and more transparent, individualize personal responsibility, and legalize Party regulations on protecting those who dare to think, dare to do, and dare to innovate for the common good,” Master Pham Ngoc Huyen emphasized.

According to Master Pham Ngoc Huyen, to overcome the “fear of responsibility” disease, the current cadres and party members also need to further enhance their self-respect, sense of responsibility and personal ambition. Each cadre and party member must not be satisfied with themselves, must always strive to improve themselves; constantly study to improve their qualifications and professional knowledge.
